Sole Source Justification

1. Agency and Contracting Activity:

Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action:

This requirement is for a new Firm Fixed Price contract using RDT&E funds, to acquire preventative maintenance for the IREM-II Optics system.

3. Description of Supplies/Services:

The contractor will provide DMEA with annual preventative maintenance for the IREM-II Optics systems in accordance with PWS 22-2F7. The estimated cost for the service including one

(1) base year and four (4) option years is.

4. Authority Cited:

FAR 13.106-1(b), Soliciting from a single source.

5. Reason for Authority Cited:

IR Labs is the developer of the proprietary software and InGaAs focal plane array camera installed in the IREM. IR Labs have written and developed its own imaging software, AIRIS. InGaAs based focal plane array camera is a unique detector also designed and manufactured by IR Labs.

The IREM-II is a tool the SAFE group uses for Fault Isolation (FI) and Failure Analysis (FA) of semiconductors. The tool is composed of an Indium Gallium Arsenide (InGaAs) camera and a precision stage and motor controller system. DMEA requires the tool to be in precise calibration at all times in order to meet mission requirements.

6. Efforts to Obtain Competition:

No action was taken to obtain competition because the required tool maintenance and software/camera support services are proprietary to IR labs. The solicitation, accompanied by this approved justification will be posted on SAM.gov.

7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.

8. Market Research:

Previous and current market research has identified IR Labs as the proprietary owner of the required software and InGaAs focal plane array camera. As a result, IR Labs is the only known company on the market that can maintain its own tools, software and InGaAs camera, to be in fully operational condition to meet DMEA requirements.

9. Other Facts:

Same services were procured under contract HQ072717P0021.

11. Actions to Increase Competition:

No action was taken to increase competition since the tool maintenance and software/camera support services are proprietary to IR Labs. Market research will be conducted for future requirements in order to identify any emerging sources.
