About this file

This is a Justification and Approval (J&A) document for a sole source contract action dated 2 April 2026.

The Naval Sea Systems Command, Southwest Regional Maintenance Center (SWRMC) in San Diego, California, seeks to add one new work item to Contract N00024-25-C-4415 awarded to BAE Systems San Diego for USS SOMERSET (LPD 25) Fiscal Year 2025 Docking Selected Restricted Availability (DSRA). The work item 993-30-002 involves providing HF Terminal Mod Upgrade PC Temporary Service with a total estimated value of $207,072.00, funded through FY25 Operations and Maintenance (NIWC funded). The work will commence upon authorization and is anticipated to last 65 days, with the DSRA running from 18 September 2025 to 20 January 2027. The contracting officer is Amanda Sullivan.

The justification for sole source procurement is based on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, asserting that only BAE Systems can satisfy the agency's requirements. The upgrade provides significantly increased communications capabilities critical to the vessel's operational capability and must be completed by the Production Completion Date of 19 August 2026 to meet subsequent operational and testing requirements. BAE is uniquely positioned to perform the work given its current location at the ship and existing role providing temporary services for the DSRA. The contracting officer determined the cost to be fair and reasonable based on cost analysis and technical evaluation utilizing the SWRMC Estimating Guide and ship repair market knowledge. A Sources Sought Notice was submitted to SAM.gov on 3 March 2026, receiving only one non-IDIQ holder response.
