About this file
This document contains a sole source justification and notice of award for a federal contract. The Department of Veterans Affairs Strategic Acquisition Center awarded a $47,916 contract to QuickSeries Publishing Inc. on January 31, 2024 under solicitation number 36C10X24P0009. The sole source justification is for QuickSeries' proprietary QuickConnect mobile application and laminated instructional wallet cards, which are required to be delivered within 60 days of contract award to disseminate updates and notifications from previously purchased copies of QuickSeries' copyrighted pocket guides. The Center for Women Veterans needs the QuickConnect app to interface with the existing pocket guides in order to communicate with large groups in real time. Only QuickSeries can provide the solution due to the copyright and because the app is designed specifically for use with their pocket guides.

SOLE SOURCE JUSTIFICATION FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the proprietary QuickConnect Mobile Application (App) with laminated instructional wallet card capable of implementing the copywritten QuickSeries pocket guide previously purchased by the customer is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available.
2. This acquisition is restricted to the following source:
Company: QuickSeries Publishers Company Address: 5100 NW 33rd Ave, Suite 247, Ft. Lauderdale, FL 33309 Company Point of Contact: Steve Arless - VP, Business Development, Phone: 800- 361-4653
3. The QuickConnect mobile App is estimated to cost and is required to be delivered within 60 days after contract award.
The QuickConnect App with laminated instructional wallet card is built for businesses, nonprofits, educational institutions, and other organizations to create and send outreach messages, alerts, notifications, and other forms of communication to large groups of people in real time. This App will be used with the large quantity of previously purchased QuickSeries pocket guides that the Center for Women Veterans (CWV) still have remaining.
4. Specific characteristics of the proprietary QuickConnect App with laminated instructional wallet card by QuickSeries Publishing that limit the availability to a sole source are that the QuickConnect App is the developed “carrier" designed to deliver the previously purchased QuickSeries pocket guide updates and notifications, which are copyrighted by QuickSeries Publishing and registered with the US Library of Congress. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the QuickConnect App can only be used in combination with the copyrighted QuickSeries pocket guides.
5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing proprietary information delivery systems presently owned by the customer. The current information delivery system is the previously purchased copywritten QuickSeries pocket guides, and the new item/service must coordinate, connect, or interface with the existing delivery system by uploading the copywritten QuickSeries pocket guides data to be delivered via the QuickConnect Mobile App.
