JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

177th Fighter Wing Advantor Video Management System, CCTV Refresh and

Security Network Upgrade

1. Contracting Activity:

Contracting Agency: 177th FW MSC

Requiring Activity: 177th FW SFS

2. Description of Action: Advantor Systems Corporation (ASC) shall provide and install all components necessary for a new Video Management System, CCTV Camera Refresh, and upgrade Security Network system at the 177FW, NJ ANG.

3. Description of Supplies Services: Advantor Systems Corporation (ASC) will bring all existing cameras, as is, into the new Video Management System which will replace the Symphony System Cameras. ASC will perform a partial replacement of non-USAF approved cameras with USAF-approved cameras for integration with the Advantor VMS, as well as add additional cameras. ASC will replace the existing VLAN architecture used for CCTV communication with an independent security network using existing, Government-furnished fiber. GSA sites and locations where there is no fiber availability will continue to use the VLAN for communications, as there is no other reasonable option.

4. Authority Cited: FAR6.302-1. Only one responsible source and no other supplies or services will satisfy the agency requirement. Competing the requirement will result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253 (d)(1) (B).) Advantor is one of the Air Force authorized systems to provide Security Systems to the Air National Guard. This is the system currently installed at the 177FW.

5. Reason for Authority Cited: The US Air Forces has approved three types of Intrusion Detection Systems (IDS) annunciators for use on Air Force installations. They are Advantor, Vindicator and Will-Burt Annunciator (formerly Diebold). The 177FW currently has the Advantor System.

Advantor parts and components are proprietary in nature and there is no authorized distributor;

only Advantor software and components can be used with the existing Advantor system.

Installation of upgraded of the requested system and equipment can only be provided by Advantor.

6. Efforts to Obtain Competition: No other sources shall be considered for this requirement. As our entire base-wide IDS system is Advantor, no other company can provide compatible equipment, installation or services to maintain a USAF-approved Command, Control Display Equipment without a complete replacement of the entire Security system. The expense of replacing the system would be several million dollars and would not alleviate the sole source requirement.

7. Actions to Increase Competition: No other sources shall be considered for this requirement.

Advantor is the approved Intrusion Detection and Security system at the 177FW and its equipment is proprietary.

8. Market Research: There were no other companies considered for this requirement. No other company can provide the upgrade equipment and installation by a certified Advantor representative or technician to the existing system in place. The system uses proprietary technology approved by the Air Force for this purpose. The company is the manufacturer and sole provider of its equipment and services.

9. Interested Sources: There are no known alternative systems that are fully compatible with the Advantor system.
