About this file

This is a Justification Review Document for other than Full and Open Competition filed by the U.S. Army, prepared by the Department of Defense for a sole-source contract with Bayer CropScience to supply Grade 2 White Phosphorus (WP).

The U.S. Army Contracting Command–Rock Island (ACC-RI) is procuring Grade 2 White Phosphorus from Bayer CropScience LP, the only remaining domestic manufacturer of this material. The estimated contract value is $5,637,600.00 for a five-year Indefinite Quantity Indefinite Delivery (IDIQ) arrangement with a base period and four option periods. The contract will be firm-fixed-price and obligate fiscal year 2026 AWCF funds, with award projected for June 2026. Grade 2 WP is classified as a critical military material essential to U.S. national defense due to its pyrophoric properties, which enable its use for creating smoke screens, marking targets, and incendiary effects. Bayer CropScience owns and operates the only domestic manufacturing facility for elemental phosphorus, making it the exclusive domestic source.

The justification documents that ACC-RI conducted comprehensive market research, including a targeted Dynamic Small Business Search identifying seven potential vendors and a formal SAM.gov solicitation posted April 8, 2025, which yielded a single disqualified respondent due to proposed foreign sourcing. A formal solicitation issued June 16, 2025, confirmed no viable independent domestic competitors exist. The acquisition is mandated by the February 2026 Presidential Executive Order designating elemental phosphorus as a strategic and critical material essential to national defense, prohibiting reliance on foreign suppliers and requiring domestically controlled supply chains. The document certifies that the anticipated contract cost represents fair and reasonable pricing based on comparison against an Independent Government Estimate and cost/price analysis.
