About this file

This is a Justification Review Document for a Sole Source procurement under FAR Part 13.501, supporting non-personal maintenance services for the Government-owned Pyxis Automated Medication Distribution System at Irwin Army Community Hospital (IACH), Fort Riley, Kansas. The contract will be awarded to Carefusion Solutions, LLC, a wholly owned subsidiary of Becton Dickinson and Company, as the exclusive manufacturer and service provider for the Pyxis system. The procurement is justified because Carefusion is the only authorized source with certified engineers capable of maintaining the equipment, and no alternative small business providers were identified through market research.

The contract has a base period from 1 June 2025 to 31 May 2026, with three optional 12-month extension periods through 31 May 2029, and a potential six-month additional extension. The total contract value is $67,260 for the base period, escalating to $289,212 with all options, and potentially $327,996 if the six-month extension is exercised. The procurement will use Defense Health Program Operation and Maintenance funds, and is being awarded on a firm fixed-price basis under simplified acquisition procedures for commercial items.

Pyxis products and services as the sole company capable of performing installation and maintenance. They have the certified engineers authorized to perform the required maintenance. Carefusion Solutions is the only source authorized to service the Government-owned Pyxis Automated Medication Distribution System. The title page of the quote from BD indicates, “CareFusion Solutions, LLC is the exclusive manufacturer of Pyxis products. Only CareFusion and our Field Service Technician Affiliates have the capabilities and authorization necessary to perform installation and maintenance services for Pyxis products. Performance of those services by any other party voids our warranty for the serviced products.” Only persons who have been trained and certified by Carefusion Solutions are authorized to service the equipment. Carefusion Solutions has verified they do not have third part vendors authorized to service this equipment.

Service attempted or performed by unauthorized person will void Carefusion warranties and/or service agreements in accordance with the provisions of Carefusion’s product warranty policy and service agreements.

In addition, approved and propriety parts are necessary to service the Government-owned Pyxis Automated Medication Distribution System. These parts are only available through Carefusion authorized personnel. IACH does not have the organic capability to perform the maintenance required on the Government owned equipment. Carefusion would offer the best value to the Government in providing the maintenance services required.
