The 185th ARW Recruiting Office is currently trying to increase their recruiting efforts in the Sioux City, IA area. Sioux City is a key city in the marketing plan for the recruiting office based on the number of individuals in the primary recruiting demographics. To target the primary recruiting demographics, we have determined the use of the public billboard advertisements will provide the greatest exposure (impressions) to the target audience. Billboard advertisements are located in highly trafficked areas within Sioux City and will provide countless number of impressions from individuals driving by and viewing the advertisement. All billboards services in the Sioux City, IA area are operated by Avery Brothers, LLC., and all advertising has to be processed through them.
As part of the market research the Recruiting Office searched for all available billboard companies in the Sioux City area. It was determined that all billboards in the Sioux City area are owned and operated by Avery Brothers LLC. No other billboard companies were able to be located in the Sioux City, IA area.
Market research was confirmed by the Contracting Officer that all billboards in the Sioux City, IA area are owned and operated by Avery Brothers LLC.
The Recruiting Office located third party vendors that would be able to provide quotes for the billboard advertisement (Blue Line Media, Billboard Advertising Direct, Outdoor Advertising Center). Based on the response in blocks five (5) and six (6) above, this would result in a significantly higher cost to the Federal Government.
As part of the market research, the recruiting office reviewed several advertising options in the Sioux City area. It was determined the use of the public billboard advertisements would provide the greatest exposure(impressions) to the target audience. As stated in #5 above all billboards in the Sioux City area are owned and operated by Avery Brothers LLC and all advertising has to be processed through them.

a. Market Research;

c. Current price lists, catalogs or advertisement. However, inclusion of a price in a price list, catalog or

f. The contracting officer’s personal knowledge of the item being requested;
g. Any other reasonable basis. Specify:
12.
