DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX (AFMC)

TINKER AIR FORCE BASE OKLAHOMA

October 13, 2022

MEMORANDUM FOR AFSC/PZIM

FROM: OC-ALC/OBCA for 76 SWEG 7532 Joint Star Drive Tinker AFB OK 73145

SUBJECT: Single Source Justification for Very High Omnidirectional Radio Range and Tactical Air Navigation system (VORTAC).

1. In support of the VORTAC system sustainment and operations, the 555th Software Engineering Squadron (SWES) assists to provide AFLCMC/HBAA with spare parts and maintenance for VORTAC systems currently fielded at Air Force Installations. 555 SWES needs to obtain service of four Pattern Generators (PN: 901012-101-RP). This service includes Repair, Upgrade, on some parts, from Rev F to Rev L, and transport costs for parts and materials, as the repairs to this system will be conducted off site. It was deemed that dB Systems currently has the expertise to complete the work in a cost-effective manner, as the training required and documentation needed for 555 SWES to complete the work, would lead to greater costs than what is quoted. dB Systems Inc. is the Original Equipment Manufacturer (OEM) of these parts and the originator of the software upgrades necessary for the VORTAC system.

2. The parts will be directly installed and used in the 900E Tactical Air Navigation (TACAN) antenna as described in the 901020-100 900E Commercial Technical Manual. These spare parts are essential to the design of the 900E TACAN antenna and there are no other replacement parts.

To deviate from these specific parts could alter the functionality of the 900E TACAN Antenna which could lead to the shutdown of VORTAC systems currently fielded at Air Force Installations across CONUS and OCONUS. dB Systems is the current supplier for Pattern Generator Circuit Card Assemblies, as described in the 901020-100 900E Commercial Technical Manual, and the sole owner of the data rights to the schematics for use in servicing the parts they manufacture. The Government has no use right to the data, and as such, there is no depot level repair setup at the ALCs currently, so repair must be completed by dB Systems as the OEM.

3. Due to the circumstances described herein, the activity requests authority to acquire the item(s) listed in the quote included, on a Sole Source basis from the following vendor(s):

dB Systems Inc.

2501 S. Antenna Ave.

Hurricane, UT 84737

CAGE: 0WLN8

(435) 635-3352 POC: Keith Endsley

4. Therefore, it is requested that dB Systems Inc. supply the requested Parts and Services in the quote included, with a total cost of approximately $11,187.00. This will ensure the VORTAC system currently installed in Tinker Air Force Base Building 9001, is brought to full function, and can be returned to service at Air Force Installations across CONUS and OCONUS.

5. I have determined, in accordance with FAR 13.106-1(b)(1)(i), that the circumstances of this contract action deem only a single source is reasonably available.
