About this file
This is a Justification for Single Source Award under FAR 13.106-1 for a procurement over the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VISN 04, James E. Van Zandt Medical Center in Altoona, Pennsylvania, seeks Ground Penetrating Radar (LiDAR) detection services to locate a critical infrastructure deficiency in the Emergency Fire Line water main. Fire Safety personnel identified deficient water pressure in the underground Emergency Fire Line, which serves as the main water source for the facility's fire suppression system and is required for NFPA 99 and VA Fire Prevention compliance. The specific location of the water main failure must be identified before repairs can be executed. Ground Penetrating Radar Systems LLC (GPRS) has been selected as the single source contractor based on their proven experience with radar and LiDAR searches, demonstrated responsiveness and technical competency through previous inspections at this facility, consistently satisfactory past performance, and ability to mobilize quickly to meet the urgent timeline requirements. The justification cites the specialized nature of radar/LiDAR ground detection, the immediate need for critical infrastructure repair, and GPRS's established familiarity with these systems as factors supporting single source award.
Limited market research was conducted by the mission partner due to the urgent requirement. The Contracting Officer determined that proceeding without additional market research was necessary and consistent with FAR 6.302-2 provisions for emergency acquisitions. The acquisition plan action ID is 36C244-26-AP-4196, with revision 02 effective as of December 30, 2025. The Contracting Officer Edward Ferkel certified the justification on August 14, 2026.

1. Contracting Activity: Department of Veterans Affairs, VISN 04, James E. Van
Zandt Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602-4305
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The James E. Van Zandt Medical Center (VAMC) has an urgent and compelling service requirement to use Ground Penetrating Radar (LiDAR) to detect a suspected critical infrastructure deficiency within the Emergency Fire Line. A recent inspection from Fire Safety personnel identified deficient water pressure in the Emergency Fire Line (water main). Due to the Emergency Fire Line being underground, the specific location of the water main failure was not known and radar detection methods were required to pinpoint the location of the failure.
The Emergency Fire Line is the main water source that feeds the water suppression system to the VA facilities at the Van Zandt VA Campus and is required for safe operation and fire prevention in accordance with the NFPA 99 and the VA Fire Prevention requirements. To restore the campus to full regulatory compliance, the water main leak location must first be identified before proper maintenance can occur. This service is essential to upholding the integrity of critical fire prevention and safety infrastructure at the James E. Van Zandt VA Medical Center.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Ground Penetrating Radar Systems LLC (GPRS) is uniquely positioned to perform this urgent inspection of the James E. Van Zandt Campus due to their proven experience with performing radar and LiDAR searches, as well as their ability to mobilize. Given the critical fire prevention deficiency identified, timely location of the structural failure is essential.
GPRS has previously demonstrated both responsiveness and technical competency through other inspections at this facility.
Their past performance has been consistently satisfactory, and they have shown the capacity to provide critical infrastructure details to limit damage to real property.
Considering the immediate need, the specialized nature of radar/LiDAR ground
