About this file
This is a Justification Review Document for a sole source procurement under FAR Part 13.501 for AdaCore GNAT Pro Support and Maintenance Software Development System. The Technology Development Directorate (TDD) requires maintenance and support for up to 15 unique users of their existing AdaCore system for the period of December 8, 2024 through December 7, 2025.
The procurement includes multiple software components including GNAT Pro Enterprise for Ada development on various platforms (ARM RTEMS 6, PowerPC VxWorks 6.x, GNU Linux), GNAT Dynamic Analysis Suite, and GNAT Static Analysis Suite. The justification cites that AdaCore is the only system capable of meeting requirements for native compilation on 32/64-bit Linux, cross compilation for VxWorks 6.9, Ada 2012 support, unit testing, and static code analysis. TDD has used this software for over 9 years, with the most recent contract valued at $170,681 in 2023. The projected award date is December 8, 2024. The document includes a Section 233 Waiver exempting the procurement from using Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS procurement processes.

5. Reason for Authority Cited: The AdaCore GNAT Pro Software Development Systems are the existing software development systems currently used in the System Design and Integration Division of TDD, they are the only system capable of meeting the Government requirement. Google internet searches found similar software programs that were reviewed:
ach of these products fails to meet at least one of the Government's requirements for an Ada software development suite: native compilation on 32- and 64-bit Linux, cross compilation for VxWorks 6.9 hosted on a 32-bit PowerPC, support for Ada 2012, support for unit testing, and support for static code analysis. DDC-I provides Ada compilers, but they do not support VxWorks or Ada 2012. The PTC ApexAda development suite does not support Ada 2012. The does not support the PowerPC platform. AdaCore software has been used by TDD for over 9 years, and it is the only software capable of meeting this Government requirement. Different software development systems would require massive time and money outlay to change everything over from existing system. This requirement is for maintenance and support of software already purchased by the Government, to acquire new software would be cost prohibitive. No other software fit the form, fit, or function to meet the Government needs. Using other software and any deviation could result in severe impact to the TDD operating systems.
6. Efforts to Obtain Competition: Effective competition has been researched and determined that direct purchase through the existing manufacturer and current provider is the most secure, efficient and cost-effective route for renewal. Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of the Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.
7. Actions to Increase Competition: TDD is continually searching for new and better methods to accomplish sophisticated technical designs, configurations, and compositions, knowing that as systems and programs become more complex, the up-front engineering analyses are expected to improve. The National Institute of Standards and Technology (NIST) is reviewed for new developments in this technology area to determine whether the requirements can be procured under full and open competition. If other CHESS vendors in the future can meet the technical form, fit and performance requirements, they will be considered as potential competitive sources.
8. Market Research: In accordance with FAR Par 10, market research was conducted by the Lead Electronics Engineer, , in the System Design and Integration Division of TDD from June 2024 through mid-August 2024. The following techniques were used: Personal knowledge and contact with knowledgeable
