About this file
This document is a Justification Review Document for a Sole Source FAR Part 13.501 procurement of CCTV equipment and installation services. The sole source is being justified under FAR 6.302-1(a)(2) due to Advantor being the incumbent provider of the current CCTV system at Selfridge ANGB. Procuring any other system would require replacing the entire base security system at high cost. The anticipated award is a Firm Fixed Price contract using O&M funds for the purchase of Advantor proprietary monitoring equipment, outdoor cameras, and electrical components to ensure compatibility. The Government intends to sole source this requirement to Advantor Systems Corporation, the only approved/authorized contractor for the security system at Selfridge ANGB. This procurement is being made pursuant to 10 U.S.C. 2304(c)(2) and FAR 6.302-1 for other than full and open competition. Qualified sources must respond by 2:00 pm EST on 05 August 2024.

Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: MACC/127MSC
2. Description of Action: This action is for a sole-source purchase of Advantor Security system components and installation under a new one-time Firm Fixed Price (FFP) contract using Operating and Maintenance funds.
3. Description of Supplies/Services: This is a supplies purchase using FAR 6.302-1 and FAR 13.501(a) regulations for the purchase proprietary equipment from Advantor;
including Advantor ASN 6.2 compliant monitoring equipment to include monitoring station components, outdoor pole-mounted cameras, and various electrical components to ensure compatibility.
4. Authority Cited: FAR 6.302-1(c)
5. Reason for Authority Cited: Advantor is the security alarm system that is currently in place on Selfridge ANGB, Michigan. All equipment currently used and being updated and replaced is proprietary to this vendor. Procuring any other system would cause the entire base security system to be replaced at an unnecessary, high cost. Sole-sourcing this requirement is in the best interest of the government.
6. Efforts to Obtain Competition: This requirement could be purchased from another vendor, but at risk with capability agreements/issues, or at an extensive cost disadvantage to due to redesign and the need for further equipment. Any warranty that is still active on current equipment would also be forfeited.
7. Actions to Increase Competition: The customer has provided extensive technical information in order to allow for accurate bidding of the requirement. The current equipment components are proprietary to Advantor and to waiver from the current vendor would cause an increase in equipment, labor, and cost and would be fiscally irresponsible. Further, the Air Force Security Force proponent has identified only a small selection of approved security systems and video management systems for non-nuclear base-wide activities as stated in a 8 December 2023 memorandum.
8. Market Research: Market research was restricted the vendor list that was published by Air Force Security Forces Division. This memorandum lists 4 approved vendors for on base security systems. The first business is the Will-Burt Company which is not listed as a small business under the current NAICS code. The second company is Honeywell International, not represented as a small business. The final company was LDIA holdings L.L.C. dba Prometheus Security Group Global, which is registered as a small business. Using any company other than Advantor would risk a much larger refresh as all of these companies utilize proprietary software to manage such a vast
