About this file
This is a Sole Source Justification memorandum from the Washington Army National Guard's U.S. Property and Fiscal Office for Washington dated June 18, 2025, with control number FY25-JA-010.
The procurement seeks the Purple Resolve® educational certification course, a train-the-trainer program that provides foundational leadership development for 21st Century Guardsmen. The certification course is a 3-day offering that follows completion of a prerequisite 2-day Purple Resolve® course, collectively known as the Purple Resolve® Academy. The course materials and training must be purchased exclusively from Blue Courage, LLC, the sole authorized provider. The justification cites FAR 6.302-1 authority (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) under 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). The funding model utilizes the National Guard Integrated Primary Prevention Workforce program, which equips Joint Forces Headquarters staff and Integrated Primary Prevention Specialists. Authorized expenditures cover training and credentialing. The interested vendor is Blue Courage, LLC, with point of contact Todd Brown (702-413-575, todd@bluecourage.com). The sole source justification was approved by Contracting Officer Dennis K. Jutras on June 9, 2026, with certification that the request is sufficient to justify other than full and open competition and that price fairness and reasonableness will be determined at time of award.
