The 325 CES/CEOS requires the purchase of seven (7) thirty-gallon (30-gallon) drums of TRUMPET EC Insecticide. TRUMPET EC Insecticide is used in the C-130 aircraft through an applicative aerial spraying method as a means of effective control over the mosquito population on Tyndall AFB as well as numerous other DoD installations across the United States. TRUMPET EC Insecticide is the only product available that works in the C-130 aircraft; therefore, its procurement is necessary to meet agency needs and accomplish the overall mission objective.
The following information is in regard to the production of and use of the TRUMPET EC Insecticide and has been sourced from ADAPCO's website (https://myadapco.com/product/trumpet-ec/): "Trumpet® EC insecticide contains the active ingredient naled, which is the leading mosquito active ingredient for aerial applications and is ideally suited for public health or mosquito-abatement programs. It is extremely effective at controlling mosquitoes (even populations that have developed resistance to pyrethroids) and flies with minimal environmental persistence. Trumpet EC insecticide allows spray systems to be flushed with water after application."
Per AFMC AFCEC/COSP, TRUMPET EC Insecticide is approved in the Tyndall AFB Aerial Spray Statement of Need as required by DoD Instruction 4150.07, DoD Pest Management Program as well as the Tyndall AFB Environmental Assessment.
The use of FAR 6.302-1(a) is justified in its authority under the procurement of this acquisition on the basis that the company, ADAPCO, is currently the only company that can distribute the TRUMPET EC Insecticide. A certifying letter dated 9 September 2021 from the CEO of AMVAC Environmental Products advises that the TRUMPET EC Insecticide is solely manufactured by AMVAC CHEMICAL CORPORATION and is exclusively distributed by ADAPCO to the U.S. Military in all 50 states. Additional market research for this acquisition will require a re-submittal of the certifying letter from the CEO of AMVAC Environmental Products with a date that is more relevant to the intended procurement of the TRUMPET EC Insecticide for use on Tyndall AFB. Assessment.
Through correspondence with the subject matter expert, the requirement owner and ADAPCO representatives, a certifying letter dated 9 September 2021 in regard to vendor capabilities and product specifications was obtained from the CEO of AMVAC Environmental Products. It advises that the TRUMPET EC Insecticide is solely manufactured by AMVAC CHEMICAL CORPORATION and is exclusively distributed by ADAPCO to the U.S. Military in all 50 states. Additional market research for this acquisition will require a re-submittal of the certifying letter from the CEO of AMVAC Environmental Products with a date that is more relevant to the intended procurement of the TRUMPET EC Insecticide for use on Tyndall AFB. Independent market research results regarding the use of Mandatory Sources concludes that GSA, Federal Prisons Industries (FPI), AbilityOne and all relevant Strategic Sourcing platforms cannot fulfill this requirement. The required item is not available via Defense Logistics Agency (DLA). The solicitation will be posted to SAM.gov as a Notice of Intent to Sole Source in an attempt to reach as many companies as possible that may be able to fulfill this requirement prior to awarding; additional responses are not expected due to the acknowledged foresight that no other vendors are capable of fulfilling the needs of this requirement.
