About this file
This is a Single Source Justification for Simplified Acquisition document submitted by the Air Force 355th Contracting Squadron (355 CONS) for the procurement of a specialized Wire Maintenance Kit. The contracting activity seeks to procure the Daniels Manufacturing Corporation (DMC) Wire Maintenance Kit, Part Number DMC1362MOD1, a comprehensive tooling system containing over 200 specialized tools designed specifically for C-130J aircraft electrical connector maintenance and repair. The kit includes integrated cross-reference data mapping tools and illustrated step-by-step operating instructions to enable technicians to perform compliant electrical connector repairs safely and rapidly. The estimated contract cost is $0.00, indicating this document represents the justification phase rather than the final contract award.
The justification asserts that DMC is the only manufacturer capable of providing this integrated maintenance kit, as they have uniquely engineered, cross-referenced, and consolidated the required tools into a single certified package. The procurement references the 1-1A-14 technical manual for aircraft electric and electronic wiring installation and repair practices, which specifies particular part numbers and tools for specific maintenance tasks. Market research confirmed that while individual tools are available from DMC and Astro Tool Company, procuring over 200 components separately is logistically inefficient and fails to meet the requirement for a standardized, certified kit. The legacy kit previously delivered by Lockheed Martin is incomplete and no longer manufactured. The Contracting Officer, SSgt Joshua Rodriguez, determined on August 6, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The maintenance team commits to regularly reviewing updated technical orders and coordinating with program engineers to identify alternative tooling brands for future competitions should certified equivalent alternatives become available.

Single Source Justification (Simplified Acquisition)
CONTROLLED UNCLASSIFIED INFORMATION

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 355 CONS
Project/Program Name: Wire MX Kit
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
Procurement of the Daniels Manufacturing Corporation (DMC) Wire Maintenance Kit (Part Number: DMC1362MOD1).
This specialized kit provides a comprehensive tooling system paired with integrated cross-reference data mapping tools directly to C-130J aircraft connectors, contacts, and terminals. Additionally, the kit includes illustrated, step-by-step operating instructions to ensure technicians can rapidly and safely perform compliant electrical connector repairs.
Section C: Justification for Soliciting from a Single Source or Brand Name
DMC is uniquely qualified to provide this comprehensive maintenance kit because they are the only manufacturer that has engineered, cross-referenced, and packaged the 200+ specialized tools required to service the C-130J electrical connectors. Utilizing this single-source kit eliminates the risk of incorrect tool selection, ensures technician compliance with C-130J technical orders, and significantly minimizes aircraft downtime during critical electrical repairs.
Per the 1-1A-14 technical manual for installation and repair practices for aircraft electric and electronic wiring, part numbers are listed for which tools to utilize for each task. For example, for the install of environmental resistant splices IAW 1-1A-14 WP 014 00 Pg 8 Para c states, "Refer to Table 1 for splice selection, strip dimensions, and crimping tool selection. For splice repairs 12-26 AWG, use the M22520/37 crimp tool."
The M22520/37 crimp tool is readily available through DMC in consolidated wire maintenance tool kits along with several specialized tools in compliance with the 1-1A-14.
Another example, in 1-1A-14 WP 013 00 Pg 23 Table 9, it displays a table for two part numbers of insulated copper lug and what tools are required to perform maintenance on those specific insulated copper lugs depending on the wire size, insulation sleeve color, etc. In this table, there are different part numbers listed for crimp tools, crimp die, and inspection gages that are specified to use based on the characteristics of a wire. Part numbers include M22520/5-01 (crimp tool), M22520/10-101 (crimp die), and M22520/3-10 (inspection gage).
The 1-1A-14 also includes figures and instructions on how to utilize the tools and describes part numbers. One such example would be 1-1A-14 WP 013 01 Pg 6 Figures 1 and 4 and Pg 7-8 Figure 5.
Section D: Efforts to Obtain Competition
CONTROLLED UNCLASSIFIED INFORMATION

Although market research indicates that individual tools can be sourced from DMC or Astro Tool Company, procuring more than 200 components separately is logistically inefficient and fails to meet the requirement for a standardized, certified kit. The legacy C-130J wire maintenance kit delivered by Lockheed Martin is incomplete and no longer manufactured. Because DMC is the only vendor that consolidates these specific, cross-referenced tools into a single, unified maintenance kit, procuring the brand-name DMC kit is the only viable method to satisfy the mission requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To foster future competition, the maintenance team will regularly review updated C-130J Technical Orders and coordinate with program engineers to identify alternative tooling brands that achieve validation and authorization. If alternative, fully equivalent tool kits are certified for use on the HC-130J platform, subsequent solicitations will be updated to allow for full and open competition.
Section F: Contracting Officer's Determination
