Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-23-AP-4023
1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 04
Commodities 1, in support of VISN 04, Altoona VA Medical Center, Station 503, Altoona, PA 16602
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Altoona VA has a brand name requirement for the purchase of four Handicare A625 Manual Traverse ceiling lifts, trolley – manual, hand control cradle with barrel charger assembly, Handicare – carry bar spring latch strap 550 mm length, training, and installation. These ceiling lifts will be used to replace current ceiling lifts that are beyond economical repair. These units have had continued excessive downtime related to battery issues. The batteries have been swapped three times in the short 2-year life of these units. The batteries and all other parts for these ceiling lifts are not easily obtainable and are on a perpetual back order. This leads to even longer downtimes and an unreliable product. Due to these factors the units are not economically repairable and pose a real patient safety issue.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Handicare brand is required. This facility is stocked with Handicare brand slings. Using a lift that is not approved for Handicare slings or has had a risk assessment and been evaluated for compatibility could pose a patient and employee safety risk and leave the facility liable for any injuries sustained. The existing rails in the UCC area are compatible with the handicare brand lift. The existing rails will be left in place and used with the new ceiling lifts. It is imperative that the ceiling lifts ordered are compatible with the slings and rails which are already in place.
4. Description of market research conducted and results or statement why it was not conducted:
Researched prior contract, VIP search, verified SAM registration, informal quote and FPDS search.
