About this file

This is a Sole Source Justification for a federal procurement of ScriptPro pharmacy equipment and Windows 11 upgrades valued at an undisclosed amount (redacted in the document). The Department of Veterans Affairs (VA), through its Technology Acquisition Center in Eatontown, New Jersey, is issuing a new purchase order on a firm fixed price basis using Supply Funds for the Central Texas Veterans Health Care System (CTVHCS) Pharmacy Service.

The procurement covers brand-name ScriptPro hardware, software, and 12 months of technical support for outpatient dispensing operations at three facilities: Doris Miller VA Medical Center, Austin VA Clinic, and Olin E. Teague. Deliverables include pharmacy workstations (35 units total), Zebra ZD621-2P printers (27 units), endpoint security licenses (6 units), robotic dispensing system upgrades (2 units), client upgrades (3 units), and uninstall services (60 units) across all three locations. The period of performance requires delivery and installation within 60 days from award, followed by 12 months of maintenance support at each facility. The justification cites RFO 12.102(a) authority for restricting competition based on exclusive licensing agreements and proprietary architecture. Market research published on August 11, 2026, with a response date of August 17, 2026, yielded no competing sources. ScriptPro USA, Inc., located at 5828 Reeds Road, Mission, Kansas 66202, is identified as the sole responsible source. The contracting officer (Evan Schlisserman) determined the price fair and reasonable based on historical ScriptPro upgrade pricing and an Independent Government Cost Estimate, with the justification signed and approved on September 14, 2026.

Item name: Brand Name ScriptPro Pharmancy Equipment and Windows 11 Upgrade

The Department of Veteran Affairs (VA), Central Texas Veteran Affairs Healthcare System (CTVHCS) Pharmacy Service has a requirement for brand name only ScriptPro hardware, software, and services for outpatient dispensing at the Doris Miller VA Medical Center, Austin VA Clinic, and Olin E. Teague facilities. The period of performance (PoP) shall be a delivery and installation of all hardware and software listed in the charts below within 60 days from award along with 12 months of technical support for each facility after successful installation of all equipment. The total estimated value of this effort is

[ X ] Explain exclusive licensing agreements:

ScriptPro licensing agreements govern the use of their proprietary pharmacy management software, robotics interfaces, and digital platforms. These agreements restrict intellectual property rights, limit software access to authorized users, and bundle module-specific or concurrent user terms. All software, database content, and system designs remain exclusive property of ScriptPro LLC. Written agreements are required to use systems or portals without a direct license breaches terms. The required upgrades, hardware, software, and maintenance services are proprietary to ScriptPro and can only be obtained and installed by ScriptPro USA, Inc., due to the OEM controlled architecture of the pharmacy automation systems currently in use.

[ X ] Explain need for brand name:

ScriptPro equipment, software, and support is required because their hardware architecture, robotics, and database engines are strictly proprietary. Microsoft ended support for Windows 10 in October 2025, which has caused equipment malfunctions and disruptions in workflow due to not receiving the required software updates, and delays in patient prescription processing. The Windows 11 upgrade for the ScriptPro Robotic Prescription Dispensing System is critical for maintaining cybersecurity compliance, Microsoft security support, and to ensure compatibility with updated SQL and server software to protect patient health information (PHI) against evolving cyber threats. Operating on outdated, unsupported operating systems leaves pharmacy networks vulnerable to security breaches and compliance failures which can affect prescription processing for direct patient care.

If this system is not upgraded to meet security requirements, the Doris Miller VA Medical Center, Austin VA Clinic, and Olin E. Teague pharmacy locations will be forced to cease automation to support prescription processing, resulting in the need to transmit pharmacy results/orders in a manual fashion. Any such manual intervention would significantly impact VA patient care as VA clinical staff are dependent on the existing ScriptPro Workflow system to safely distribute Veteran medications in an accurate and timely manner.

[ X ] This is a follow-on contract. Awarding this contract to a new source will result in possible $1,000,000.00 of duplication costs as follows:

Awarding to a new source could result in voided support for the existing system currently installed and in use at Central Texas Veterans Health Care System.

Procuring alternate brands would cause severe workflow disruptions, void system integrations with platforms like VistA/Cerner, and introduce unacceptable patient safety and compatibility risks. ScriptPro holds exclusive intellectual property rights to its robotic mechanisms, internal configuration utilities, and device firmware. The ScriptPro Pharmacy Management System relies on proprietary database structures and barcode safety controls that third-party software cannot safely replicate or interface with Only ScriptPro authorized technicians possess the proprietary diagnostic tools and specialized training required for safe maintenance of system. Mixing third-party hardware into an established ScriptPro line breaks real-time tracking, inventory coordination, and automated dispensing accuracy.
