JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ
2. Description of the Action Being Approved.
This Justification and Approval (J&A) authorizes and approves the issuance of a Firm-Fixed- Price (FFP) contract for the procurement of 91 SBFI-North America, Inc. (SBFI) brand name workstations and 128 SBFI brand name workstation components. This is a limited competition brand name procurement via the manufacturer and all authorized resellers. Delivery is anticipated to be 112 days after contract award.
3. Description of Supplies/Services.
The NAWCAD Webster Outlying Field (WOLF) Integrated Command & Control (C2) & Intel Systems Division has been tasked by the United States Air Force to support the Air Combat Command (ACC) efforts to upgrade installed video communications and Internet Protocol (IP) systems located at Joint Base Pearl Harbor Hickam. The workstations and workstation components required for these efforts will support the ACC Common Mission Control Center IP fully operational capability and the ACC 480th Intelligence, Surveillance and Reconnaissance Wing auditorium video communications used to support the Distributed Common Ground System. The ACC supports global implementation of national security strategy and assists national agencies with command, control, communications, and intelligence systems. The ACC also conducts global intelligence, surveillance, and reconnaissance operations to provide intelligence information to Government agencies.

4. Statutory Authority Permitting Other Than Full and Open Competition.

5. Rationale Justifying Use of Cited Statutory Authority.
Only SBFI can meet the wing ergonomics, weapons system and Command, Control, Communications, Computers and Intelligence (C4I) equipment requirements, and commonality with other sites. The SBFI workstations and workstation components meet the wing ergonomics required for the intel operators on the ACC operations floors. The weapons system and C4I equipment is integrated with the classified and unclassified workstation configurations with required separation, allowing for up to eight liquid-crystal displays, sit to stand with no vibration, acceptable work surface reflectance, meeting portability and accommodation for personnel of varying sizes and heights. The requested workstations and workstation components have been fielded by the ACC at Langley Air Force Base (AFB), Virginia, and Beale AFB, California, and partially fielded in Hickam AFB, Hawaii and Osan AFB, Korea, contract
HHSP2332018500043A.
The estimated costs if the Government selects an alternate solution include costs to research, design and integrate another solution. The Government would incur irrecoverable additional costs as well as a nine-month delay to research, design and integrate another solution. An ergonomics analysis was previously done that lead to the selection of the SBFI workstations for the ACC. The ACC operations floors at four AFBs include the SBFI workstations and would require redesign if an alternate solution was selected.
The requested workstations and workstation components will allow for intel operators to function in a 24/7 operation with multiple shifts, developing intelligence packages for requesting Department of Defense and intelligence agencies. A delay in procurement of the required equipment would impair the ability of the Air Force to effectively supply requesting agencies with intelligence information. Ineffective receipt of this intelligence will continue to impact mission safety, as the information is required to accurately identify targets, areas of suspicious activity, and enemy threats. Incomplete or incorrect intelligence could lead to mission failure and/or friendly fire situations.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Thorough market research was conducted to identify additional possible sources for the required equipment and to obtain product availability and price. The Dynamic Small Business Search, Government Services Administration (GSA) Advantage, and Google were used to perform market research. The Dynamic Small Business Search was searched by the NAICS code 337214, and keyword "electric desk," however there were no results. The GSA Advantage website was searched by all part numbers; however, no parts were available through GSA Advantage. A Google search was done using the nomenclature “electric desk" which resulted in the identification of several manufacturers of this type of equipment including the following:
Evodesk, Fully LLC, SBFI, and Uplift Desk. Each solution found was reviewed to determine each solution's ability to meet the ACC's requirements. Of the products identified in the market research, only the SBFI workstations and workstation components meet the ACC’s requirements for wing ergonomics, weapons system and C4I equipment requirements and commonality with other sites. SBFI provided several authorized resellers for the required workstations and workstation components. The resellers were contacted and King Business Interiors, Inc.
provided budgetary pricing.
Based on the market research performed, it is the Government's intention to issue a combined synopsis/solicitation on SAM.gov to award a FFP contract for the required SBFI brand name workstations and workstation components. In accordance with FAR Part 12, Streamlined Acquisitions for Commercial Items, a combined synopsis/solicitation will be posted.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, Integrated C2 & Intel Systems Division has no plans at this time to compete future contracts for the types of supplies/services covered by this document.
If another potential source emerges, Integrated C2 & Intel Systems Division will assess whether competition for future requirements is feasible.
