About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Department of the Air Force for a sole-source contract award.
The Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base seeks to extend Advisory & Assistance Services (A&AS) currently provided by Sawdey Solution Services Inc. through a bridge contract (FA2396-26-C-B007) for an additional six-month base period with two optional six-month extensions. The contract will utilize Firm-Fixed-Price (FFP) and Cost-Reimbursement (CR) pricing structures across multiple Contract Line Item Numbers (CLINs), supporting 15 full-time equivalent positions. Services include security management, cybersecurity management, and Risk Identification and Security Countermeasure (RISC) support. The current contract (FA2396-25-C-B007) expires September 14, 2026, and the bridge contract is anticipated to run from September 15, 2026, through March 14, 2027, with subsequent option periods extending through September 14, 2028. The total estimated value is calculated based on current effort pricing, with 3600 RDT&E funds obligated to support the effort.
The justification for sole-source award rests on 10 U.S.C. Section 3204(a)(1), citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The rationale emphasizes that Sawdey is the only contractor capable of providing continuity of highly specialized services without disruption, particularly given recent AFRL organizational restructuring and insufficient time for competitive procurement. Market research identified 18 interested sources with proposal response times ranging from 14 days to three months and performance start times of 15 days to 60 days post-award. The follow-on competitive task order is planned for award under the GSA OASIS+ IDIQ contract vehicle in March 2027, serving as a transition to full competition.
