About this file

This is a Memorandum for Record justifying limited competition at or below the Simplified Acquisition Threshold for the purchase and delivery of Safety Air Monitoring and Analytical Referee Systems (SAMARS) Gas Chromatograph (GC) equipment at Dugway Proving Ground. The requirement is for two Teledyne Falcon Series Gas Chromatographs (Model GS-T) with specific configurations - one unit with MXT-1701 for sulfur detection and another with MXT-200 for phosphorus detection, along with spare column modules and detectors.

The acquisition is being conducted as a follow-on fixed-price requirement using RDT&E funds for FY2025-2026, with a completion date of May 30, 2025. The justification cites FAR 13.106-1(b)(1) as the authority, noting that Teledyne is the only source capable of providing GC instruments that meet the specific requirements to replace the outdated MINICAMS system. Key technical requirements include portable units with quick-change trap modules, micro flame photometric detectors with 100 Hz data rate, flow rates of 500mL/min, and integrated desorbing trap systems. The market research found limited options for portable GC systems with the necessary detection capabilities for chemical warfare agents, with Teledyne's Falcon GC being the only commercially available instrument meeting all specifications.

Apr 2021 frequent relocation of the instrument. The Falcon GC’s built-in trap system simplifies portability and is well-suited for use in existing lab spaces.

The Teledyne Falcon GC is unique as the only GC brand that meets government air monitoring requirements. also offers customization options, including building components or integrating detectors into the instrument. Its portable design ensures it fits smoothly into our existing lab setup. Unlike other brands, the Falcon GC delivers a tailored solution that addresses our specific needs comprehensively.

The Teledyne Falcon GC is being considered as a replacement for the MINICAMS instrument, which is currently used for safety air monitoring and test support in the CTD.

Since the manufacturer is discontinuing the MINICAMS, it will no longer be available. If a suitable alternative for safety air monitoring and testing support is not found and validated, the CTD will face difficulties in continuing its testing operations.

7. Market Research: The CTD conducted a thorough market investigation, which included internet searches, attendance at technical and analytical conferences, a review of relevant market literature, and consultations with analytical field technicians. The research revealed limited options for portable gas chromatograph (GC) systems with the necessary detection capabilities for chemical warfare agents. While portable GC instruments are commonly developed for industrial analysis of volatile compounds, those capable of analyzing semi-volatile compounds are scarce. Even fewer incorporate a sample preconcentrating trap that meets the specific flow requirements of the CTD.
