About this file
This justification and approval document outlines a sole source award for matrix switch hardware. The U.S. Army Mission and Installation Contracting Command at Fort Eustis requires matrix switch equipment to test network functionality for the Army Tactical Network. Alternatives such as suspending operations or using different equipment were considered but found not to meet requirements. Market research found no other authorized distributors besides CrossPoint Technologies, the sole manufacturer. The justification was approved and contract W91249-20-P-0057 for an unknown amount was awarded on July 24, 2020 to an unknown vendor for the hardware.

One response was received from the posted Sources Sought and that vendor is not an authorized distributor. The Proposed Contractor listed above have proprietary rights for this item.
Alternatives. Alternatives that were discussed included:
(a) Suspend operations – The Army requires testing of equipment to verify equipment functionality for the Army Tactical Network. This is extremely important to the warfighter. Suspending operations directly impacts the nation’s readiness and ability to support the Army warfighter’s; therefore, it is not an option.
(b) Use Alternative equipment – We would have to rely on procuring and installing all the equipment (patch panels, cables, splitters and combiners) required to physically hand patch which takes us away from the WinT/PM TN RHN baseline specifications and decreases efficiency and increases complexity as you now have three individual devices to do the job of the Matrix switches. Additional funds would also be required to buy the additional equipment and we would lose some functionality thus making it harder to verify new equipment functionality.
Actions to Increase Competition: Market research was conducted to ensure there were no other vendors that can provide the requirement. To increase competition the MICC-Fort Gordon issued a sources sought and one response was received but the vendor was deemed incapable. The Government will issue a sole source synopsis and address any responses accordingly. MICC Fort Gordon contacted the vendor and currently they have no distributors or resellers.
Market Research: A general internet search did not locate alternative open market potential vendors to provide Matrix Switches, MS-5000. A sources sought notice was posted to beta.SAM on 20 May 2020 and one response were received, but the vendor was not an authorized reseller nor distributor for Matrix Switches, MS-5000. No alternative vendor including from the GSA Schedule, or the open market is available to provide this equipment. A DSBS search of NAICS code 334220 and Keyword of Matrix Switch revealed that there was one businesses available to fulfill this requirement but, that business was not an authorized reseller for the MS-5000. According to the Sole Source notification, CrossPoint Technologies, a Division of I.F. Engineering Corp. is the sole manufacturer and exclusive distributor of:
Matrix Switch Hardware, MS-5000-8X192-LB-FO Matrix Switch Hardware, MS-5000-8X192-LB-FI
