About this file
This is a Justification for Other Than Full and Open Competition (FAR Part 6) submitted by the Department of Veterans Affairs for a sole source contract award.
The VA National Teleradiology Program (NTP) seeks to renew brand-name Rhapsody Corepoint software licenses, maintenance, and technical support services for its Health Level 7 (HL7) Integration System. The system provides 24/7/365 diagnostic radiology services to VA Medical facilities and handles all HL7 messaging and clinical data exchange across disparate systems through its Picture Archiving and Communications System (PACS). The contract will be awarded as a Firm-Fixed-Price sole source action to V3Gate LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), located in Colorado Springs, Colorado, utilizing the NASA Solutions for Enterprise-Wide Procurement V (SEWP V) Government Wide Acquisition Contract (GWAC). The performance period consists of a 12-month base period with one 12-month option period, with an estimated contract value below $5,000,000. The contracting activity is the VA's Office of Procurement, Acquisition, and Logistics Technology Acquisition Center in Eatontown, New Jersey.
The justification cites 41 U.S.C. 3304(a)(5) and 38 U.S.C. 8127(c) (Veterans First Contracting Program) as statutory authority for the sole source award. Market research conducted in December 2025 and July 2026, including a Request for Information/Sources Sought notice, determined that only Rhapsody Corepoint can meet VA NTP's requirements; replacement with alternate integration engines would require six months and $12.8 million in redevelopment, migration, testing, validation, and system replacement costs. The justification emphasizes that Rhapsody Corepoint is proprietary software fully integrated into the production environment supporting mission-critical interfaces, and only the original manufacturer or authorized resellers can provide required software updates, patches, and maintenance. Alternative vendors researched (Intellibridge and Spok Messenger Johnson) lack access to proprietary code and cannot provide compatible maintenance support. The Contracting Officer determined the proposed action meets all Veterans First Contracting Program requirements, V3Gate LLC is a responsible SDVOSB, and pricing is fair and reasonable based on NASA's prior determination that SEWP V GWAC catalog pricing is fair and reasonable, with final price analysis to be conducted by comparing the quotation to an independent government cost estimate.

VA National Teleradiology Program Control Number VA-26-00070018 Rhapsody Corepoint Sustainment Renewal
JA template - FAR Part 6_(07-AUG-2024)
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: This proposed Firm-Fixed-Price (FFP) sole source action is for brand name Rhapsody Corepoint licenses, maintenance and support of the current Radiology Health Level 7 (HL7) engine utilizing National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement V Contract Government Wide Acquisition Contract with V3Gate LLC, 555 Middle Creek Parkway, Suite 120 Colorado Springs, CO, 80921-3798.
3. Description of Supplies or Services: VA National Teleradiology Program (NTP) requires brand-name Rhapsody Corepoint software licenses, maintenance and support services for the NTP Health Level 7 (HL7) Integration System. VA NTP provides 24/7/365 diagnostic radiology services to VA Medical facilities and utilizes its HL7 engine to receive orders and send results to the various integrations of its core NTP Radiology Picture Archiving and Communications System (PACS).
Rhapsody Corepoint is a modular platform that enables healthcare organizations to efficiently exchange and integrate clinical data across disparate systems and VA NTP utilizes it as its HL7 engine. The required renewal includes software, software updates/patches, and technical support services required to maintain the system and all associated components. The period of performance shall consist of a 12-month base period with one 12-month option period. The estimated value of the proposed action is , inclusive of options.
4. Statutory Authority:
The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), “Authorized or Required by Statute”, as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-5 Program provides the authority to directly contract with a Service-Disabled Veteran- Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). ”
5. Rationale Supporting Use of Authority Cited Above: Based upon market research, as described in Section 8 of this justification, it was determined that only Rhapsody Corepoint can provide the required software licenses, maintenance and support services. Brand name Rhapsody Corepoint is the currently installed HL7 engine for NTP. VA NTP requires continued use of the Rhapsody Corepoint integration engine to support mission-critical healthcare interoperability and interface management.
Rhapsody Corepoint is a proprietary commercial software that is fully integrated into the agency’s production environment and supports mission-critical interfaces. This requirement is for continued use of the existing Rhapsody Corepoint.
An alternate integration engine would not be compatible with the Government’s existing implementation without significant redevelopment, migration, testing, validation, and retraining. Such a replacement would have huge impact as Rhapsody Corepoint handles all the HL7 messaging and it would take six months and $12.8 Million to replace as we would need to replace and test communication to each system that it talks to including communication VA wide. VA would also need to keep the current system running while the new system is installed and implemented, which could take up to 12 months to complete. Together these aforementioned duplicative costs would not be recovered through competition. If the current system were not maintained during this transition time, radiology staff would be unable to provide the needed dictation and analysis in support of their treatment of Veterans.
This could lead to missed or false diagnosis as the medical centers do not have the staffing in place to read all the studies in a timely manner.
Because Rhapsody Corepoint is a proprietary software, only Rhapsody Corepoint or authorized resellers can provide support for its existing healthcare interoperability environment. No other source has the capability to develop and issue software updates and fixes necessary to support NTP’s existing system without access to Rhapsody Corepoint proprietary software code. Additionally, Rhapsody Corepoint is the only software that can run on the current NTP system. If new software was procured the entire system would need to be replaced. Replacing this system would have huge impact as it handles all the aforementioned HL7 messaging.
Renewal of this Rhapsody Corepoint software maintenance will ensure that all Rhapsody Corepoint software support services continue to be performed and that the VA-owned Rhapsody Corepoint system remains properly configured. If the software is not properly maintained it may fail to operate resulting in negative impacts to the Radiologists and our veterans. If Rhapsody Corepoint is not procured, it would be impossible to modify the software code as necessary for patches and updates, degrading the Government’s ability to receive clinical reports from radiology exams in a timely manner, thereby negatively impacting patient care for the Veterans. No other software maintenance and support services are compatible with or interoperable with the existing Rhapsody Corepoint proprietary database structures, protocols, and software application programming interfaces. Therefore, only the original equipment manufacturer or an authorized reseller can provide the software maintenance and support services that meet the Government’s requirements.
6. Efforts to Obtain Competition: Market research was conducted in December 2025, as discussed in Section 8. Upon the determination that a sole source award to V3Gate LLC was in the best interest of the Government, the Contracting Officer confirmed that V3Gate LLC meets all of the requirements detailed in VAAR
819.7008. Consistent with the guidelines of the Veterans First Contracting Program, the proposed action described herein will be synopsized and this justification will be posted on the Contracting Opportunities Page in accordance with RFO Part 5.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
8. Market Research: Market research was conducted in December 2025. The Contracting Officer considered whether there are other capable vendors in the marketplace. VA subject matter experts researched similar companies including Intellibridge and Spok Messenger Johnson to determine if there was a suitable replacement software. Neither of these solutions are interoperable with the existing infrastructure without a full system replacement as discussed above. Additionally, neither of those manufacturers can provide the required software maintenance as they do not have access to the proprietary software code to provide troubleshooting, updates, fixes, patches, and upgrades to Rhapsody Corepoint’s software licenses.
Based on the review of these similar products, the Government’s technical experts determined that none of the products or software maintenance can meet the Government’s requirements previously discussed in Section 5 of this justification.
Additionally, in July 2026, the Contract Specialist conducted market research through a Request for Information/Sources Sought notice to identify capable sources. Only one vendor, V3 Gate LLC, a Small Business Administration certified Service-Disabled Veteran-Owned small business (SDVOSB), demonstrated the capability to provide the required Rhapsody Corepoint software, licenses, maintenance, and support as an authorized reseller. No other respondents demonstrated the ability to satisfy VA NTP’s requirements.
The Small Business Administration Small Business Search database was reviewed in July 2026. This search concluded that V3Gate LLC is registered and certified and qualifies as a SDVOSB in accordance with the federal small business size standard for the applicable North American Industry Classification System Code 541519. It was verified in July 2026 that V3Gate LLC is registered in the SAM.gov database and is eligible to receive a Government contract.
9. Other Facts: The Procuring Contracting Officer has determined that this proposed action meets all the requirements of 38 U.S.C. 8127(c) and VAAR 819.7008. This acquisition is below the $5,000,000.00 threshold, V3Gate LLC is a responsible SDVOSB for performance of the services described herein, and the proposed contract can be awarded at a fair and reasonable price and is in the best interest of the Government.
10. Technical/Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
11. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on based on the fact that catalog pricing for SEWP V GWAC holders has already been determined by NASA to be fair and reasonable. Finally, price analysis shall be conducted by comparing the successful quotation with the independent government cost estimate.
12. Contracting Officer Certification/Approval: I certify that this justification is accurate and complete to the best of my knowledge and belief.
