About this file

This is a Single Source Justification document for a simplified acquisition submitted by the Air Force Life Cycle Management Center (AFLCMC) and Robins Materiel Management (ROMK) for the AFPSL - Furnaces project (Purchase Request/Local ID: 26M-356A-TE). The contracting officer determined that only a single source is reasonably available under FAR 13.106-1(b)(1).

The procurement is for three metrology furnaces to be used by the Air Force Primary Standards Laboratory for calibrating standard platinum thermometers. The furnaces create stable calibration environments for accurate thermometer calibrations, with one unit designated for tin fixed point, one for zinc fixed point, and one for annealing all thermometers. Only Isotech North America can provide these furnaces without substantial cost duplication due to compatibility requirements with existing cells. The current furnaces are over 20 years old and no longer supported by the manufacturer. Isotech furnaces are interchangeable between annealing and fixed point cells, providing operational flexibility. Efforts to obtain competition included cost estimates from Fluke and Pond Engineering, which revealed substantially higher duplication costs if sources other than Isotech were pursued. To preclude future single source awards, the Air Force will solicit future calibration equipment procurements as full and open competitions and will conduct a market survey to identify potential alternative sources. Contracting Officer Allen E. Kurella (NH-03) approved the justification on 19 December 2025.
