About this file

This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for the procurement of wall-mounted locking cabinets by the Augusta VA Medical Center.

The justification outlines the requirement for keyless, wall-mounted locking cabinets with an audit trail lock, one shelf, and a key override lock. The cabinets will be mounted in patient rooms by the Engineering Department and require batteries for the lock function. The justification cites previous procurement from an SDVOSB reseller, but the manufacturer is no longer in a relationship with that reseller, necessitating a sole-source procurement directly from the vendor, Riemer Systems, LLC. The contract was awarded on 2024-03-19 for $25,045.00.

Market research established that, previously, Augusta Medical Center procured the identical requirement directly from an SDVOSB reseller that provided a VAR letter from the manufacturer to conduct sales. However, the manufacturer is no longer in a relationship with the reseller and must be sold directly from the vendor. No other vendor is able to provide the special, unique characteristics needed at this time.
