About this file
This document is a Justification and Approval (J&A) for a sole source contract under simplified acquisition procedures for the maintenance and repair of a REES Refrigeration Monitoring System at various locations on Oahu, Hawaii. The contracting activity is the Medical Readiness Contracting Office-Pacific.
The sole source justification is based on REES Scientific Corporation being the sole manufacturer and owner of the proprietary software and hardware for the government-owned monitoring system. No other companies are authorized or possess the necessary knowledge to maintain and validate the system. The estimated total value of the contract, including all options and a 6-month extension, is undisclosed. The previously awarded contract (W81K02-19-P-0008) was also sole sourced to REES based on the same justification. Market research did not identify any new entrants capable of servicing the REES system. The contract will be funded by Defense Health Program (DHP) funds.
