About this file

This is a Justification Review Document for Other than Full and Open Competition under FAR Part 12, seeking approval for a noncompetitive contract award to Rees Scientific Corporation for maintenance and repair services of the Rees Scientific Centron Temperature Monitoring and Alarm System at Brian D. Allgood Army Community Hospital (BDAACH) and associated outlying clinics in South Korea.

The requiring activity is the Clinical Engineering Branch at BDAACH, and the contracting activity is the Medical Regional Contracting Office – Pacific (MRCO-P) located in Hawaii. The government seeks to award a five-year firm-fixed-price (FFP) definitive contract to Rees Scientific Corporation (CAGE: 04DK0), located in Ewing, New Jersey, with a base period of 12 April 2026 through 11 April 2027, plus four optional one-year renewal periods and a FAR 52.217-8 option period through 11 October 2031. The contract will be funded using FY26 defense healthcare program (DHP) funds. Rees Scientific Corporation is the sole manufacturer and authorized service provider for the Rees Scientific system, including proprietary software, replacement parts, licenses, and system validation/calibration services. The justification documents that no competition exists because Rees is the only authorized vendor capable of providing maintenance and repair services; market research and a sources sought notice posted to SAM.gov on 09 February 2026 confirmed no other vendors hold direct authorization from Rees Scientific. The government conducted ongoing market research, contacted multiple vendors, and determined that without these services, temperature-sensitive medical products (TSMP) mission requirements would be compromised, impacting accreditation compliance with The Joint Commission (TJC), American Association of Blood Banks (AABB), and College of American Pathologists (CAP), and ultimately affecting patient care and soldier readiness. The contracting officer certification indicates the estimated contract value does not exceed $900,000.00, qualifying for simplified acquisition procedures under FAR 6.104-2(a).

are authorized by Rees Scientific to work on their systems. Upgrading of software is included in the proposed contract and must be done by Rees Scientific in order to maintain product warranty. Due to the proprietary nature of the system, which includes software updates, new replacement parts, licenses, and patents covering the intricate designs of the instruments, no other known sources are authorized or possess the knowledge necessary to maintain and validate the monitoring system.

1) This is not a justification for a follow-on contract for the continued development or production of a major system, highly specialized equipment, or major components thereof.

2) This is not a justification for a brand name or brand name equivalent.

b. Alternatives: There are no acceptable alternatives to approving this justification for contracting to provide for other than full and open competition. There are no other Rees distributors and services providers other than Rees Scientific Corporation (CAGE:

04DK0). Therefore, since Rees Scientific Corporation is the only source capable, this requirement to work on the Rees system is not available for competition. The current contract will expire on 11 April 2026.

c. Impact if not approved: Without a validated system, areas with TSMP would have to perform in-person/manual checks of their refrigerators and freezers holding TSMP to meet the The Joint Commission (TJC), American Association of Blood Banks (AABB), and College of American Pathologists (CAP) accreditation standards. This will impact staffing schedules and significantly increase MEDDAC-Ks risk of TSMP loss due to the intervals in which manual checks are performed as well as human error. Lastly, in-house personnel cannot be utilized as training is not offered to non-Rees Scientific technicians. Therefore, without these maintenance and repair services for Rees systems, MEDDAC-Ks TSMP mission requirements would stop and severely impact patient care and soldier readiness.

7. Efforts to Obtain Competition: The contracting officer has published the notices required by FAR Part 5 and any bids or proposals received shall be considered.

a. Effective competition: None. Rees Scientific Corporation (CAGE: 04DK0) is the sole manufacturer and distributor of the Rees Scientific system, software and components. This software is proprietary to Rees Scientific Corporation. Rees Scientific is the only company capable and authorized to provide, annually, as needed validation, calibration and support for the Rees Scientific system. There are no other authorized vendors, distributors or installers for the system.

b. Subcontracting competition: None. Rees Scientific Corporation (CAGE: 04DK0) is the sole manufacturer and distributor of the Rees Scientific system, software and components. There are no other authorized vendors, distributors or installers for the system. After considering this information, the contracting officer has determined that subcontracting opportunities do not exist for this requirement in accordance with FAR

JUNE 2025

Part 19.109(c) and filed in the contract file. For this requirement, FAR Part 19.109(b)(3) states, subcontracting plans are not required for contracts or contract modifications that will be performed entirely outside of the United States and its outlying areas.

8. Actions to Increase Competition: This action is a follow-on to contract W81K02- 21-P-0073. Under the previous approved Justification and Approval (J&A) (Control Number ) the paragraph, Actions to Increase Competition stated:

Ongoing market research of the industry will be performed to determine if there are new entrants into the local market to meet the governments requirements. Those actions were accomplished and there are no new entrants in the market. The list of vendors contacted is as follows:

After contacting multiple vendors, it was found that no vendors have the authority to service Rees systems.

9. Market Research: Market research has shown that these services are commercial in nature. Market research was conducted within the previous 12 months revealed that there are no new entrants in the market. It is a commercial practice for each manufacturer to provide these types of services for their own systems. The requiring activity contacted the vendors listed above and no vendor has the authority to service the Rees Scientific systems. Also, a sources sought notice was posted to SAM.gov on 09 February 2026, inviting all responsible sources to submit a capability statement before the closing date of 16 February 2026. Responses to the sources sought notice were received from

. However, when the contract specialist inquired if these interested sources were authorized Rees Scientific Corporation service representative, no response was received from .

responded that their company does not hold direct authorization from Rees Scientific to perform service or maintenance on Rees equipment. Therefore, there is no competition anticipated for this procurement. The government will continue to conduct ongoing market research of the industry to determine if there are new entrants into the local market to meet the governments requirements.

10. Interested Sources: To date, no other sources have written to express an interest.
