About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition under FAR Part 6, issued by the U.S. Army Test Measurement Diagnostic Equipment (TMDE) Activity at Redstone Arsenal. The procurement seeks two MCM5004 Manual Mass Comparators as a life cycle replacement for an existing inoperable model, to be delivered to the Army Physical Standards Labs. The required mass comparators must have specific technical capabilities, including a 5 kg maximum measurement capability with 0.1 mg readability, 0.5 mg repeatability, digital readout display, internal calibration adjustment, off-center loading compensation, and ability to complete E1 calibrations at a 5 kg load with stabilization in less than 4 seconds.
The document is dated 1 FEB 2025 and carries the control number PANRSA-25-P-0000-011163, indicating this is a future procurement action. While most of the detailed justification sections are redacted, the document appears to provide the formal procurement rationale for acquiring these specialized measurement instruments through a non-competitive procurement process, likely due to specific technical requirements or sole source considerations.
