Summary of Justification for Limited Source/Sole Source/Brand Name

This is a Justification and Authorization (J&A) document for a brand name sole source procurement by the Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) PS63. The government requires a firm-fixed price (FFP) contract for seventy-two (72) executive-level conference room chairs to replace worn-out seating in existing conference room spaces. The specified product is Cabot Wrenn chairs, which the requiring agency has identified as the only option that meets its requirements for uniformity and consistency with existing seating. The requirement represents exact replacements for chairs that have reached the end of their service life due to severe wear and tear. The contract is being issued under FAR Part 16.507-7 for items peculiar to one manufacturer.

Market research conducted from June 8, 2026 to August 13, 2026 supports the sole source justification. An RFI posted on GSA eBuy from July 13-20 resulted in ten vendor responses, of which nine were "no bids" and one proposed an alternate chair that did not meet technical requirements. The Cabot Wrenn manufacturer, whose previous GSA contract lapsed during the COVID-19 pandemic, identified three small business authorized resellers capable of quoting: MDV Interiors, Interior Resource Group, Inc., and SCS Integrated Support Solutions, LLC, all of which are registered in SAM.gov with two holding active GSA contracts. The contracting officer has approved this justification, and questions regarding the procurement should be directed to Quin Conerly-Anderson.

NATURE OF THE ACQUISITION REQUIRED: The Cabot Wrenn chairs are the exact replacements for worn out chairs in spaces. To maintain conference room uniformity while avoiding the substantial cost of a full-scale replacement, must acquire the Cabot Wrenn executive chairs as the sole authorized, exact replacement for its existing worn-out seating. has identified that only Cabot Wrenn can meet the above requirements since these are the chairs currently utilized in the conference rooms.

6. MARKET RESEARCH: Based on the review of previous market research reports, and the results of RFI1822912 posted on GSA eBuy from July 13 to July 20the Government received ten vendor responses. Of these, nine resulted in "no bids," and one vendor proposed an alternate chair option that did not meet technical requirements.

Consequently, the Government has determined that there are currently no small businesses on GSA eBuy capable of providing the required Cabot Wrenn chairs.

To expand on the existing market research, the contracting office directly engaged the manufacturer, Cabot Wrenn, to discuss the furniture requirement. Although Cabot Wrenn previously held a GSA contract, it was allowed to lapse during the COVID-19 pandemic and was not renewed.

The Government requested that the manufacturer provide small business authorized resellers capable of quoting on this requirement. Cabot Wrenn provided three small business authorized resellers - MDV Interiors, Interior Resource Group, Inc., and SCS Integrated Support Solutions, LLC, all of which the Government verified as having active registrations in SAM.gov and 2 of which have GSA contracts.

Market research conducted from 08 June 2026 to 13 August 2026 confirms that procuring the specified Cabot Wrenn chairs directly from the manufacturer or an authorized licensed reseller is the only viable acquisition path to satisfy the Government's requirement and serves the best interest of the agency.
