About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) document for solicitation SPE7L125R0108 issued by the Defense Logistics Agency (DLA) Land and Maritime division. The acquisition seeks 25 units of a Gear Cluster (NSN 3020-00-484-4321) for spare parts for an Aircraft Engine T400-CP-400 (H-1N) weapon system. The contract is structured as a Firm-Fixed Price agreement with a 100% option. The estimated base value and total value with options are redacted, but the maximum contract value falls within the $750,000 to $15,000,000 range, requiring Competition Advocate approval.
The Government has restricted the acquisition to a single source—Pratt & Whitney (CAGE 00198)—as the only manufacturer capable of supplying form, fit, and functionally interchangeable spare parts currently approved by the design control activity. The justification cites 10 U.S.C. 3204(a)(1) and applies AMC 3 (second or subsequent direct acquisition from manufacturer) with AMSC D rationale, indicating that competitive acquisition data is unavailable and cannot be obtained economically. Market research efforts conducted on June 27, 2025, contacted two vendors (CCC and Greenwood Group); however, no competing sources expressed interest. The solicitation will be synopsized on September 3rd for 15 days, posted to the DLA Internet Bid Board System for a minimum of 30 days, and dealers will be solicited. Fair and reasonable pricing will be established through price analysis comparing proposed prices to historical data, with certified cost or pricing data obtained as required by FAR 15.403-4. The justification was certified by Contracting Officer McGee on August 29, 2025, and approved by Competition Advocate Wiebusch on November 5, 2025.

CAGE COMPANY NAME
00198 Pratt & Whitney
The use of the authority at 10 U.S.C. 3204(a)(1) is based on:
AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.
AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.
On June 26, 2025, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.

Dealers of the approved source(s) will be solicited.
The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.
