About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the United States Air Force. The contract is for a five-year Indefinite-Delivery/Indefinite-Quantity (IDIQ) repair services contract for the Unmanned Threat Emitter (UMTE) weapon system, to be awarded to DRS Training and Control Systems. The contract value falls between $750K and $15M, with a five-year ordering period from September 2023 through September 2028 and six years of total performance.

The UMTE system is a highly specialized electronic warfare training asset that simulates threat air defense units for aircrew combat training against Surface to Air Missile attacks. DRS Training and Control Systems is the sole source for these repairs due to unique technical expertise, proprietary knowledge, and lack of government-possessed technical data, special tooling, or test equipment. The contract will enable continued performance of critical mission-essential components, with the government planning to post annual Request for Information (RFI) notices to potentially increase future competitive sources for the UMTE weapon system repairs.
