About this file
This is a Class Justification and Approval (J&A) document authorizing a ceiling increase for an existing multiple award contract (MAC).
The Naval Air Warfare Center Training Systems Division (NAWCTSD) is increasing the ceiling on the Fielded Training System Support (FTSS) V Multiple Award Contract Delivery/Indefinite Quantity (IDIQ) MAC from $1.3 billion to $2.5 billion. The FTSS V MAC, originally awarded on 29 July 2022, has a five-year base ordering period with one-year optional ordering periods running through 30 August 2030. The estimated dollar value of the ceiling increase is $1.2 billion for fiscal years 2025 through 2033. The contract provides mission-critical training for Fleet Replacement Squadrons across 29 Navy and Marine Corps sites, delivering comprehensive operation, maintenance, and instructional services for over 900 training systems and 24 weapons platforms. Services include support for diverse training environments such as Live Virtual Construct (LVC) and integration of next-generation technologies. The FTSS V MAC features both unrestricted and small business tracks with performance-based task orders and strict availability requirements.
The ceiling increase is justified under 10 U.S.C. § 3204(a)(1), citing limited responsible sources capable of meeting Navy and Marine Corps specialized training requirements. Growth drivers include new devices and platforms, increased training hours, In-Flight Instruction services expansion at NAS Kingsville/Meridian, cybersecurity demands, and market-driven labor and material cost increases. The Government conducted on/off-ramp procedures throughout the performance period and published a Request for Information on 15 May 2025 (closing 30 May 2025) and a Synopsis on 2 June 2025 (closing 17 June 2025), with no sources objecting to the ceiling increase. A follow-on competitive MAC is planned with acquisition planning beginning in 2028.
