SOLE SOURCE DETERMINATION
1. Description of Supplies/Services to Acquire
The Defense Threat Reduction Agency contracting activity proposes to procure, without using full and open competition, instructional and technical support for the NATO Conventional Arms Control Information Exchange Course (NATO Course #S5-64). Computing Technologies, Inc.
(CoTs) is the only firm that possesses the technical skillsets necessary to meet DTRA�s mission requirements and market research indicates that no other firms can fully cover the needs which DTRA has identified.

The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501.
4. Basis for this Action
Computing Technologies, Inc. is the only firm capable of fully meeting DTRA�s requirements.
CoTs has the detailed expertise with the conventional arms control software and the conventional arms control data manipulation that is the core of the NATO Conventional Arms Control Information Exchange Course. Their very specific experience with the software and the detailed arms control data is key to providing effective instructional support and course exercise facilitation and technical support.
CoTs is also the developer and current operations and maintenance (O&M) support contractor for which are the two primary focuses of the Information Exchange Course.
CoTs� in-depth expertise with these applications is key to providing the instructional support and course exercise facilitation. Additionally, CoTs is the only firm identified using market research that has knowledge of configuring the OSCE�s Integrated Notification Application (INA). CoTs has many years supporting INA which is the key application in communicating final CAC submissions to partner nations. No other of the firms that responded to the sources sought have the requisite INA expertise.

Furthermore, the great amount and specific experience and depth of expertise offered by CoTs makes them the optimal choice for the NATO Instructional Support requirements and will allow us to maintain the highest instructional standards. Additionally, market research clearly shows they are the only contractor that can fully meet the contract requirements immediately upon contract award.
5. Actions to Take
As future acquisition requirements arise, DTRA OB will continue to perform new market research as requirements and industry capabilities emerge.
Additionally, a redacted copy of this sole source determination will be published in accordance with FAR 5.2 on SAM.gov. The anticipated price of this contract action to the Government will be fair and reasonable in accordance with FAR 6.303-2(b)(7). Proposed pricing will be evaluated based on comparison of the proposed prices to historical prices paid along with input/evaluation from the Program Office.
