About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition authorizing a sole source acquisition by the United States Air Force, AFSC/PZAAB, Tinker AFB, Oklahoma.
The acquisition seeks to award a new Firm-Fixed Price Indefinite Delivery contract to Hydro-Aire Aerospace Corp., dba Lear Romec (CAGE Code 51663) for repair and overhaul services of the F107 Lube & Scavenge Pump (NSN 4320.01.133.9882PV, Part Number 36365), which services the F107-101 Engine. The contract includes a one-year basic period (November 2025–November 2026) with four one-year option periods and a six-month extension extending through May 2031. The contract structure consists of three CLINs per period: Repair/Overhaul (20 units annually, reduced to 10 for the extension period), Over & Above services, and Data (Not Separately Priced). The estimated total contract value is redacted. The projected award date is November 2025. This is a follow-on to previous contract FA8122-17-D-0006, also awarded to Hydro-Aire Aerospace Corp., dba Lear Romec on a sole source basis, which completed in November 2025. The authority cited is 10 USC 3204(a)(1) for unique source requirements. The J&A is classified as a Class J&A covering all contract actions, options, task orders, and delivery orders. The justification demonstrates that Hydro-Aire is the only approved source under Air Force Material Command Instruction 23-113 qualification requirements, with no competing vendors having submitted approved Source Approval Request packages as of February 19, 2025. The Government committed to continuous efforts to encourage competition through periodic synopsization and monitoring for additional qualified sources.

II. Nature and/or description of the action being approved.
The purpose of this non-commercial class J&A is to authorize the use of other than full and open competition procedures to obtain a new, Firm-Fixed Price (FFP), Indefinite Delivery type of contract with Hydro-Aire Aerospace Corp., dba Lear Romec, Commercial and Government Entity (CAGE) code 51663. Estimated Total Contract Value:
This percentage was used based on historical inflation rates across squadron contracts. It is understood that the overall unit price and total estimated price will increase like everything else has for future work. We are not anticipating any Intellectual Property (IP) pricing; therefore, the Contract Line Item Number (CLIN) structure does not include separately priced CLINs for IP or IP rights.
This J&A covers all contract actions including options, task orders and delivery orders for all CLINs detailed in the CLIN table above.
The Government has taken action to encourage competition by synopsizing the qualification requirements IAW FAR Part 9, and further action will be taken when, and if, potential vendors elect to submit a Source Approval Requests (SARs). The Government acknowledges that the existing SAR process, prescribed by Air Force Material Command Instruction (AFMCI) 23-113 due to the Repair Qualification Requirements (RQRs) in place for these parts, is a barrier to competition. As such, the Government has undertaken actions to streamline the SAR evaluation process to the degree allowed under current Air Force policy and regulations, as well as develop tools to create more visibility around SAR submission and its benefit. Additionally, work has begun to develop tools and guidance aimed at providing greater assistance to industry in the actual preparation and submission of SAR packages. Until such time as these initiatives yield results, the Government will continue to synopsize the requirements to potential sources regularly and monitor, at least annually, for any additional submitted SAR packages.
To ensure that the Government is maximizing competition where possible, prior to the issuance of any task/delivery order under this contract, the Government will verify whether any additional sources have been approved for the specific NSNs being ordered. If another source submits a SAR and is approved as a qualified source for this item during the life of this contract, the Government will immediately pursue full and open competition and discontinue use of this J&A for this item upon competitive award. Until such time as additional vendors elect to submit a SAR package, the Government only has one approved source. Therefore, it is considered appropriate to seek approval for more than one year of requirements.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
As previously stated, the F107 L&S Pump is utilized on the F107-101 engine, As such, this service requires a qualified source to ensure continuity of operation and mission. Hydro-Aire Aerospace Corp., dba Lear Romec, CAGE code 51663 has been providing this service since the early 1980's, and is the only contractor determined to have the capability to provide this service at this time. This acquisition is subject to prequalification requirements IAW AFMCI 23-113. Therefore, this acquisition is for continued performance of a highly specialized service.
This acquisition is subject to FAR Part 9 compliant qualification requirements and as such, any contract award is limited to suppliers that have been qualified as an approved source through the Source Approval Request (SAR) process prescribed in AFMCI 23-113. Hydro-Aire Aerospace Corp., dba Lear Romec, is currently the only approved source. The Small Business Office (SBO) has confirmed as of 19 February 2025 that no other companies have submitted a SAR package, nor is there any SAR package in the evaluation process. Consistent with regulation and guidance, no vendor is a viable source until such time as they submit a SAR package, are evaluated, and receive approval, thus becoming a qualified and approved source.
