About this file
This is a Justification and Approval (J&A) document for a sole source procurement under FAR Subpart 13.5 for simplified procedures on commercial products.
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code 02, seeks to award a firm fixed price purchase order to Narda Miteq, the original equipment manufacturer, for repair parts supporting the Submarine Imaging Sensor National Maintenance Center. The procurement includes five (5) 6-Channel Downconverter Assemblies (part number SYS0218M07S), ten (10) Low Noise Amplifiers (part number AFS3-01000400-10-10P-4), and ten (10) High Power Amplifiers (part number AMF-2B-00030300-150-32P). These components are critical for repairing an Electronics Support Measures (ESM) subsystem. The contract will be funded with PMS435 O&MN funds, with estimated costs distributed across fiscal years 2026-2029, covering the Government's requirements for the next three years.
The sole source justification relies on 41 U.S.C. 1901 statutory authority. Narda Miteq possesses unique knowledge, expertise, and manufacturing facilities required to produce these highly specialized components, which have been fully integrated into the ESM module design with tailored firmware and performance parameters. The Government lacks configuration management and complete technical data packages for these parts. Establishing alternative sources would require substantial non-recurring engineering costs, extensive testing (vibration, emissions, susceptibility, temperature, pressure, and shock), configuration management assumption, and custom firmware development and approval—totaling approximately 45 weeks and significant monetary costs that would not reasonably be offset by competitive savings. A combined synopsis and solicitation notice was published on SAM.gov on August 4, 2026, inviting capability statements from responsible sources. No challenges or alternatives were presented. The Contracting Officer has determined the anticipated cost to be fair and reasonable.

UNDER FAR SUBPART 13.5, SIMPLIFIED PROCEDURES FOR
CERTAIN COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
1. Contracting Activity.
Naval Undersea Warfare Center Division Newport, Code 02.
2. Description of the Action Being Approved.
Award a firm fixed price (FFP) purchase order on a Sole Source basis to Narda Miteq, the Original Equipment Manufacturer (OEM) of the following parts: 6-Channel Downconverter Assemblies, part number (VPN) SYS0218M07S, Low Noise Amplifier, part number (VPN) AFS3-01000400-10-10P-4, and the High Power Amplifier, vendor part number (VPN) AMF-2B-00030300-150-32P. This requirement is requested for the procurement of repair parts in support of Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 34 Imaging In-Service Engineering Agent (ISEA) repairs at the Submarine Imaging Sensor National Maintenance Center (SIS NMC).
3. Description of Supplies/Services.
NUWCDIVNPT Code 34 Imaging ISEA requires the procurement of five (5) 6-Channel Downconverter Assemblies, vendor part number (VPN) SYS0218M07S, ten (10) Low Noise Amplifiers, vendor part number (VPN) AFS3-01000400-10-10P-4, and ten (10) High Power Amplifiers, vendor part number (VPN) AMF-2B- 00030300-150-32P. These items are essential in repairing an Electronics Support Measures (ESM) Subsystem.

IN REPLY REFER TO
Currently, the Government does not possess configuration management or the complete technical data package for the 6-Channel Downconverter, the high-power amplifier and low noise amplifier. For the Government to establish alternative sources, it would need to take configuration management for these components which would require substantial non-reoccurring engineering costs (NRE), lead time, and need to certify alternative sources on a component level which would incur additional NRE, lead time, and testing costs. Required testing would include vibration, radiated emissions, conducted and radiated susceptibility, DC magnetic field, operating and non-operating temperature ranges, pressure ranges and structure-born noise.
The identification, qualification and acceptance of any other firmware development software would require repeated extensive development, testing and approval for release of the custom firmware already in use. This would have significant cost and schedule impact. A summary of that impact is as follows:
Element Cost Schedule Impact
A. System Redesign/Engineering -Derive requirement for lower-level components.
-Government Test and Inspection Plan development and validation.
27 Weeks
B. Configuration Management – ISEA assume CM of ESM subsystem drawings and develop TDP. (Limited the 2 Channel Downconverter and supporting documentation) -Generate drawings for lower level components.

The Government estimates this purchase covers its requirements for the next 3 years.
Based on the above table, these duplicative costs and the negative effect of schedule delays cannot reasonably be anticipated to offset potential savings from competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A combined synopsis and solicitation notice was published publicly on the Government-wide Point of Entry (GPE), SAM.gov on 04 August, 2026. The notice stated the intention of NUWCDIVNPT to award a contract on a sole source basis to Narda Miteq. The notice also invited all responsible sources to submit a capability statement for the consideration of the Government.
No additional research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any source other than Narda Miteq to fulfill this requirement. No challenges were presented to the sole source justification nor alternatives suggested. If a responsible source submits a capability statement for consideration by the Government prior to contract award, it will be brought to the attention of the Competition Advocate.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NUWCDIVNPT has no plans at this time to compete, future contracts for the types of supplies covered by this document. If another potential source emerges, NUWCDIVNPT will assess whether competition for future requirements is feasible and consult the Competition Advocate.
