About this file

This is a Justification and Approval for Other Than Full and Open Competition document issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Philadelphia Division. The document justifies a sole-source contract award to Fairbanks Morse, LLC, doing business as Fairbanks Morse Defense (FMD), for global repair support services on Fairbanks Morse Opposed Piston (FMOP) Emergency Diesel Generators (EDGs) and support systems aboard U.S. Navy submarines. The contract will be structured as a cost-plus-fixed-fee (CPFF) and firm-fixed-price indefinite-delivery indefinite-quantity (IDIQ) type vehicle with a 60-month ordering period following award and a 72-month Period of Performance. The estimated total dollar value is based on approximately 48,240 labor-hours of services, with budgeted funds drawn from FY25-30 OM&N and OPN appropriations distributed across fiscal years 2026 through 2030.

The procurement covers submarine EDG failure analysis, damage assessment and repair scoping, component and subassembly overhaul and refurbishment, and minor repairs for Los Angeles Class (SSN 688), Seawolf Class (SSN 21), and Ohio Class (SSBN/SSGN 726) submarines. FMD qualifies as the sole source due to its exclusive ownership of proprietary design, manufacturing, and repair information; specialized field service technicians certified as FMOP master mechanics; OEM parts availability solely from FMD; and development of unique repair procedures and tooling. A Request for Information and sources sought posting on SAM.Gov in October 2024 and April 2025 yielded no competing responses. The contracting officer will determine fair and reasonable pricing through analysis of FMD's formal price proposal supported by experienced technical analysts and contract specialists. This procurement represents a partial follow-on to two existing contracts ending in September 2025 and February 2026, and NSWCPD indicated no current plans to compete future requirements for these services.
