About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document submitted by the Defense Logistics Agency (DLA) Weapons Support (Columbus) under solicitation number SPE7L126R0051.

DLA Weapons Support is acquiring 329 Connecting Link Rigs (NSN 3040-00-625-8573) for the Aircraft Hercules C-130 on a firm-fixed-price basis with no options. The acquisition is restricted to three approved sources only: Lockheed Martin (CAGE 98897), Derco Aerospace (CAGE 8X044), and RBC Aerostructures (CAGE 02939). The restriction is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 because the spare parts must be form, fit, and functionally interchangeable with parts currently in use, and the approved sources possess unique design capabilities, engineering skills, and manufacturing knowledge essential to maintaining part quality. The part is classified under AMSC Code C, requiring engineering source approval by the design control activity. Market research efforts conducted on February 6, 2026, included a Sources Sought Notice posted to SAM.gov (no responses), contact with five potential vendors, and a general internet search (no additional sources identified). Only RBC Aerostructures responded to the market survey. The solicitation will be synopsized for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. Fair and reasonable pricing will be established through price analysis and historical price comparison. The justification was signed by Contracting Officer Weaver on February 18, 2026, and approved by Competition Advocate Melendez on February 24, 2026.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

AMC 1. Suitable for competitive acquisition for the second or subsequent time.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On February 17, 2026, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes.
