About this file

This is a Single Source Justification document for a simplified acquisition by the U.S. Air Force (AFSC/PZABA) for the repair of a B-52 High Powered Amplifier (HPA). The estimated contract cost is $279,934.00 with an anticipated award date of June 26, 2026 and a completion date of June 25, 2026. This is a follow-on, firm-fixed price contract for fixed quantity services under a one-year period of performance. The incumbent contractor is CAES Mission Systems LLC, National Stock Number 5996-01-384-9562, which has been providing this service since August 29, 2012 under previous contracts (FA8117-25-C-0003 and related contracts). The contracting activity is located at Purchase Request/Local ID Number FD20302600255.

The justification for sole sourcing is based on the B-52 HPA's military-unique specifications covering the UHF range of 225-400 mHZ and the requirement for qualification under IAW AFMCI 23-113. CAES Mission Systems LLC is the Original Equipment Manufacturer and only known qualified source with access to critical technical data, parts, expertise, and tools necessary for repair. The items required are military unique with no known commercial sources available. The contracting officer, Phillip Crowder, determined on October 22, 2025 that only a single source is reasonably available. The Government will continue monitoring the marketplace through synopses and screenings to identify potential future alternative sources and update the contract screening analysis worksheet as needed.
