J&A No.: J&A6.302-1-25-ML02 technology developed by NRL in conjunction with engineering design, fabrication, and installation support from L3Harris. To date, in conjunction with L3Harris. L3Harris is the only company who has built these units and provided sustained engineering support for fielded units. Additionally, the AN/SLQ-59 (v)2 and (v)3 designs have nearly been completed, with procurement and production of the first EPS units underway, all supported or completed by L3Harris. L3Harris is the only company with the experience designing and building SLQ-59(v)2 and (v)3 units.
L3Harris has developed and maintained a classified testing and storage facility customized to support AN/SLQ-59 fabrication and development. A fully functioning testing facility is required to execute this contract within the required timeframe. L3Harris’ test facility meets all current requirements for such a facility, including: liquid cooling; ship power; dry air; Low Pressure (LP) Air; Risk Management Framework (RMF) accreditation for test data collection at the Secret level;
Test Equipment to Support SLQ-59 Test and Alignment Procedures; and, Advanced Design System (ADS) at the Secret level. All of which is maintained with in a facility authorized for classified Secret storage. Substantial funding and time have been invested in development of this unique facility. Development of a similar testing facility would result in substantial duplication of cost to the Government and would result in unacceptable delays in fulfilling the NRL’s requirements.
L3Harris has completed multiple LRU designs integral to the function of the AN/SLQ-59(v)2 and (v)3. While the designs of these LRUs is considered Government furnished information (GFI), L3Harris has direct experience working and developing these technical and extremely complex devices. Direct experience with prototype components and subsystems uniquely qualifies L3Harris to continue development.
In addition, the schedule risk imposed by the Fleet to deliver these systems to the Navy increases the technical risk for the effort. Addressing these risks will require the close, long-term, and continued coordination of engineers working the various efforts. Furthermore, the installation of these systems on different ship classes will result in differences in installation requirements, for which L3Harris personnel are intimately familiar. Additionally, in order to execute the installations and provide required field support, L3Harris engineers and technicians have received the requisite safety, Electricity and Magnetism (RF), and system operations training and certifications needed to access various Naval installations (CONUS and OCONUS) and platforms. L3Harris is the only company which has previously installed AN/SLQ-59 units to the Fleet in the field.
The critical missions these ships are performing and limited ship availability schedules for installations is also a factor regarding time required to build, deploy, and install the systems. It is estimated that it would take approximately five years for any potential vendor to reach the current level of development L3Harris currently possesses. Choosing a new vendor would result in substantial duplication of cost to the Government and would result in unacceptable delays while the vendor attempted to prepare facilities, gain an in-depth knowledge of system fabrication and operation, and ramp-up staff with requisite knowledge, skills, and abilities.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with FAR 5.201(b)(1)(ii), a Source Sought Notice (SSN) was posted to SAM.gov, the Government-wide Point of Entry on 30 May 2025 for 15 days. This notice
J&A No.: J&A6.302-1-25-ML02 included a description of the requirement, and as required by FAR 5.207(c)(16)(ii), a statement that all responsible sources may submit a capability statement, which stall be considered by the agency. No responses were received. Upon approval of this J&A, a synopsis in accordance with FAR Subpart 5.2 will also be posted to SAM.gov.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer determines that the anticipated cost to the Government of the supplies/services under the vehicle covered by this J&A is fair and reasonable through a combination of price, cost, and cost realism analyses, as described under FAR 15.404-1, as determined necessary for each task order
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NRL has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NRL will assess whether competition for future requirements is feasible.
