About this file
This Justification and Approval (J&A) document supports a sole-source contract award to Pacific Scientific Energetic Materials Company (PSEMC) for Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) used in egress systems for B-1, C-17, and T-6 aircraft for the United States Air Force, U.S. Navy, and Foreign Military Sales. The proposed non-commercial Indefinite Delivery/Indefinite Quantity (IDIQ) contract will have a three-year ordering period with a Firm Fixed Price portion and a Cost-Plus Fixed Fee portion for materials, with potential deliveries accepted for an additional 24 months after the final delivery order.
Market research, including a sources sought synopsis and vendor base query, was conducted to identify potential alternative sources, but no responses were received. The CAD/PAD Joint Program Office determined that PSEMC is the only firm capable of providing these highly specialized explosive components with precise interface requirements, and that awarding to another source would result in substantial cost duplication and unacceptable delays. The contracting activity is AFLCMC/EBHKB, and the contract will be competitively negotiated with required cost and pricing data submissions, technical evaluations, and potential audit assistance to ensure fair and reasonable pricing.
