3. X OTHER REASONS.
MCIOC requires a specialized software solution capable of advanced narrative analysis, real-time data visualization, and integrated training support. These capabilities are essential for operational planning, strategic communications, and information environment assessments. The
Narrative Intelligence Dashboard must meet stringent technical and functional specifications unique to MCIOC’s mission.
PeakMetrics Inc. is the sole brand-name provider capable of delivering a solution that fully aligns with MCIOC’s requirements.
No other known vendor offers a comparable product with the same level of capability, integration, and mission alignment. The uniqueness of the solution and its direct relevance to
MCIOC’s operational needs justify the sole source approach.
PeakMetrics Inc. is registered and active on SAM.gov, and is classified as a small business under NAICS 513210 – Software Publishers. Awarding this contract to PeakMetrics
Inc. supports the federal government’s small business utilization goals and complies with FAR
19.502-2(b), which mandates small business set-asides when there is a reasonable expectation that at least one responsible small business can fulfill the requirement. Accordingly, this requirement will be a 100% set-aside for small business.
