This document is a Justification and Approval (J&A) for a sole-source contract issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst. The contract is with Aeronautical & General Instruments Limited (AGI) in the United Kingdom for the production and delivery of Precision Approach Path Indicator (PAPI) systems for United States Marine Corps (USMC) Expeditionary Airfield (EAF) requirements. The PAPI system consists of four LED light boxes arranged perpendicular to the runway edge, providing visual approach slope information compatible with USMC night vision devices, and is designed to reduce controlled flight terrain and landing distance.
The J&A justifies the sole-source procurement based on AGI being the original designer and only source capable of producing the PAPI system. Market research, including a Request for Information (RFI) posted on 5 September 2023, confirmed no other vendors could meet the USMC requirements. The anticipated contract will support the production of up to 10 PAPI systems and provide continued support for previously procured AGI PAPI systems. The Contracting Officer has determined the cost to be fair and reasonable, and NAWC-AD will assess future competition if alternative sources emerge.
