About this file

This is a Justification for Other Than Full and Open Competition (J&A) document from the Defense Logistics Agency Distribution for a sole source acquisition to Stryker Sales, LLC. The DLA Susquehanna Fire Department requires replacement of aging CPR devices and cardiac heart monitors, specifically requesting the Stryker Lucas 3, v3.1 Chest Compression System and the Stryker LIFEPAK 35. The acquisition is justified under FAR 6.302-1(a)(2)(i)(C) as only one responsible source can satisfy agency requirements for replacement parts/components for standardization purposes.

The fire department has operated previous versions of the Stryker system for over 10-20 years, with personnel having mastered its functionality. Market research confirmed that Stryker is the only provider of these emergency response products in the U.S. and does not authorize third parties to sell these items. The department emphasizes that switching to a different manufacturer would require extensive retraining, introduce unacceptable safety risks during medical emergencies, and compromise the seamless integration with existing Stryker life-saving devices currently deployed. Supplies must be delivered within 45 days of award, and the contracting officer will determine price reasonableness at the time of award. The document indicates plans to issue a sources sought notice for future acquisitions to increase competition.
