This document is a Justification for a Sole Source Award for Certain Commercial Items for Gimmal Physical Software Annual Maintenance and Technical Support, issued by the Department of Veterans Affairs (VA). The contract is for a 12-month base period with three 12-month option periods to renew annual maintenance and technical support for Gimmal Physical perpetual software licenses, specifically to support the VA's Records Center and Vault (RCV) facility. The software enables tracking of 1.8 million one-cubic foot boxes of inactive Veteran medical record folders, using untethered android hand-held scanners and Wi-Fi capabilities.

Market research conducted through NASA SEWP and GSA Advantage identified Gimmal as the only provider capable of delivering the required software updates, patches, and technical support. A Request for Information (RFI) posted in May 2025 received responses from three contractors, but none could provide access to Gimmal's source code necessary to deliver software updates and reports. The VA determined that replacing the Gimmal software would cost in excess of the current maintenance and technical support expenses and take approximately two years, with no current benefit to replacing the existing system. The total estimated contract value is redacted, but the contract does not exceed the simplified acquisition threshold of $750,000.
