About this file

This is a Sole Source Justification document for a sole source procurement by the Air Force Research Laboratory (AFRL) for the Aviation Week Intelligence Network (AWIN) database and publications. The procurement is for a base period from 1 September 2025 to 31 December 2025, with four additional one-year option periods through 31 December 2030. The subscription will provide an online scientific and technical literature database focused on aerospace engineering, technology, and related disciplines, specifically supporting AFRL scientists and engineers at Wright-Patterson Air Force Base.

The document justifies the sole source award to Aviation Week, Inc. by highlighting the unique and exclusive nature of their content, which includes publications like "Aviation Week & Space Technology", "Inside MRO", "Aerospace Daily & Defense Report", and "ShowNews", along with the World Aerospace Database. AFRL library staff conducted market research and found no comparable alternatives that could meet their comprehensive research needs. The procurement will be a Firm-Fixed-Price contract, with the Contracting Officer determining price reasonableness through standard price analysis techniques. Interested parties have until 31 July 2025 at 12:00 PM EST to submit a capability statement, though this is not a competitive solicitation.

Due to the differing research missions of the individual AFRL technical directorates that the library supports, the required database needs to be all-inclusive of the relevant subject areas and allow S&Es the ability to effectively and efficiently research required research topics. This resource needs to be made available through the AFRL library's website via the EZproxy authentication service, as well as provide their own interface that can be accessed through an independent website. The resource needs to provide online research tools from professionally curated sources that offer trusted information in abstracts, articles, and electronic publications with a focus on the subject areas listed above.

AFRL library users require up-to-date access to an electronic reference resource focused on the areas of aerospace engineering and technology, and other affiliated disciplines. Aviation Week, Inc. offers exclusive content via their Aviation Week Intelligence Network (AWIN) not available from any other vendor in the market. The Aviation Week Intelligence Network (AWIN) publications and database is available for unlimited simultaneous user access, and features full-text content that can be downloaded for offline use. These resources are only available from Aviation Week, Inc. The Aviation Week Intelligence Network (AWIN) provides access to the following Aviation Week publications:

"Aviation Week & Space Technology", "Inside MRO", "Aerospace Daily & Defense Report", and "ShowNews". In addition, the World Aerospace Database provides information on organizations, personnel, products and services, and program suppliers, and the subscription allows access to the Military Fleet subset of the Fleet Data product. No other vendor is able to provide the expansive collection of current aerospace literature and news sources required by the library.

Aviation Week, Inc. has exclusive legal copyright to its interfaces and publications, requiring the transfer of copyright from the authors of each article it publishes. There is no other collection of professionally-curated aerospace literature and news sources comparable to the copyrighted content of the AWIN database provided by Aviation Week, Inc. The depth and breadth of the Aviation Week Intelligence Network (AWIN) from Aviation Week, Inc. make it the only feasible supplier that can meet the AFRL library's needs and provide customers with an all-inclusive research database. The market research did not provide for any known replacement of the curated content provided by Aviation Week. There are no comparable databases in the market that would cover all of these aspects of the field of aerospace engineering and technology, and other affiliated disciplines, in one

Without this sole source acquisition the AFRL library users and staff will not have access to critical, one of a kind content.

Market research confirms that Aviation Week Intelligence Network is the only known name brand for the required publications and database intended to supplement the AFRL library's collection of resources on the topic of aerospace engineering and technology. Library staff surveyed the market for vendors to determine if competition was available for the requirement. The library used publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions and new publication reviews to conduct its surveys. No viable vendors were found.

The Contracting Officer shall determine the price to be fair and reasonable using price analysis techniques in FAR 13.106-3(a)(2), such as historical prices paid, published price lists, and other than cost or pricing data if required. The subscription being purchased under this justification has been purchased by the Air Force for several years and is also commercially available to academic and research institutions.

The proposed sole source is the only known source that can satisfy the Government's requirements.

No other sources expressed interest.

AFRL library staff will keep an open dialogue with our users/patrons and evaluate usage statistics to determine the necessity of these resources to supplement its existing research materials and services. AFRL librarians will continue to survey the market for other acceptable publications/ databases to obtain competition for future requirements. The library will also use publishers' advertisements, customer suggestions, and reviews and marketing materials in conducting its surveys.
