About this file

This document is a Justification for Other than Full and Open Competition (J&A) for NIAID Professional, Scientific, and Technical Support Services. The National Institute of Allergy and Infectious Diseases (NIAID) seeks to extend the ordering period for an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a 9-month period, from May 31, 2025, through February 28, 2026. The current contract involves five vendors: Guidehouse Digital LLC, Axle Informatics LLC, CAMRIS International Inc., GAP Solutions Inc., and Kelly Services Inc., who have been providing critical scientific and technical support services since 2019.

The extension is necessary due to ongoing restructuring efforts, departmental directive changes, and the need to revise the contract's scope. The services cover essential research activities including basic, translational, and clinical research support, vaccine research, laboratory research, veterinary and scientific research in biosafety environments, and bioinformatics. The justification emphasizes that losing these services would negatively impact NIAID's ability to support clinical trials, vaccine production, contamination control, and critical global health research in areas such as infectious diseases, immune-mediated disorders, and emerging health threats.
