About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of Motorola brand name UHF, VHF, and multiband radios and accessories in support of the Commander, Navy Installations Command (CNIC) Enterprise Land Mobile Radio (ELMR) network modernization effort.
The J&A authorizes the issuance of a 5-year Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of a minimum of 10 UHF radios and a maximum of 6,975 UHF, 175 VHF, and 200 multiband radios, as well as 4,345 accessories. The IDIQ ordering period is expected to be from the contract award date through 5 years. The rationale for the J&A is that the CNIC ELMR system is brand specific to Motorola and requires Motorola radios and accessories to maintain compatibility with the existing infrastructure. Motorola is the sole manufacturer of the required radios and accessories. Market research showed no other vendors could provide all the required items. The Contracting Officer has determined the anticipated cost to the Government will be fair and reasonable.
