(2) Nature and/or Description of the action being approved. This requirement is for replacement marine engines from Yanmar Mastry Engine Center which is essential to the Federal Law Enforcement Training Center’s maritime training requirements. Market research indicates other companies do not have a comparable design structure similar to existing setup while also being cost-effective to meet the agency’s needs. It is necessary to require this single source company which accepts GSA pricing, to ensure continuity of installation layout and operability. The Honda engines currently in use on the FLETC SAFE Boat (hull #25789) vessel have exceeded their life expectancy and are due for replacement.

The Suzuki 250HP marine engines are replacements for the existing Honda 225HP marine engines mounted to our FLETC SAFE Boat (hull #25789) training vessel. The Suzuki engines have the sufficient power needed to conduct safe and reliable training under extreme conditions. The older Honda engines use an outdated cable throttle system with heavy maintenance and replacement costs. The new Suzuki engines use the same modern electronic “fly-by-wire” throttle system, with nearly no maintenance needed, as our other FLETC boats. All other FLETC vessels being used for training either came standard with Suzuki engines or have been replaced with Suzuki engines. This ensures our vessel operators are familiar with this type of engine and throttle response, and our contract mechanics are also qualified and are familiar with this engine type.

(6) Demonstration that the Nature of the Acquisition Requires use of the Authority Cited.

The action is for the procurement and delivery of equipment that is necessary to provide continuity at the FLETC for all maritime training programs. The new (DF250APXXW5) Suzuki Marine Engines would replace the existing Honda 225HP engines that have exceeded their life expectancy for warranty and government training use.

Existing Marine Engines Needing Replacement:

Honda 225HP Marine Engine (30-inch transom height) Dual Overhead Cam 24-Valve / 4-Stroke / V-6 Cylinder Engine 225 Horsepower, Color: Silver

Yanmar Mastry Engine Center. – GSA Product Supplier assists the marine law enforcement community to provide high-quality marine products that are tested and evaluated for reliability and durability protection. The specified brand name product (Suzuki) is the only known product to meet the needs of the Federal Law Enforcement Training Center’s dynamic and realistic scenarios during underway maneuvering and vessel pursuit training.

Specifically, they are a manufacturer of marine engines that operate reliably within the dynamic and stressful environment that our programs require. They also work with the Sea Star power-assist steering mechanism that is installed on all our training platforms to assist the operator when making aggressive turns during training exercises. Additionally, the Suzuki engines will require less cost for installation, service, and initial cost per engine.

(7) Description of Efforts Made to ensure that Offers are Solicited from as Many Potential

Sources as is Practicable. A SAM.gov notice will be published to allow other vendors the opportunity to submit a quote.

There are four outboard motor manufactures. Suzuki, Yamaha, Mercury and Honda. Suzuki is available as priced in para (3). Yamaha is available from GSA Advantage at per engine (Does not include wiring harnesses, throttles or gauges). Mercury is also available on GSA Advantage at per engine (Does not include wiring harnesses, throttles or gauges). Honda is available from GSA Advantage at per engine (Does not include wiring harnesses, throttles or gauges).

(8) Determination by the Contracting Officer that the anticipated Cost to the Government will be Fair and Reasonable. The contracting officer will evaluate the anticipated price for fair and reasonableness based on pricing being consistent with commercial vendor pricing.

The contracting officer shall review the pricing information when submitted with the proposal and conduct necessary analysis to make a fair and reasonable determination.

Similar products have been procured under Contract# HSFLGL-13-D-00003, HSFLCS- 16-P-00029 and HSFLCS-l 7-P-00014 that will be used as part of the price evaluation.

(9) Description of Market Research. Various other marine engine manufacturers were considered to include Yamaha, per engine through GSA (Does not include wiring harnesses, throttles, or gauges). Mercury, per engine through GSA (Does not include wiring harnesses, throttles, or gauges). Honda, per engine through GSA (Does not include wiring harnesses, throttles, or gauges)., Utilizing other marine engine manufacturers other than Suzuki would not be cost-effective to the government.

(10) Any Other Facts Supporting the Use of Other Than Full and Open Competition. See information provided in paragraphs (6) and (9) above.

(11) A Listing of the Sources, if Any, That Expressed, in Writing, an Interest in the Acquisition. No firms have indicated an interest in this acquisition at this time.

(12) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any

Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required. The FLETC conducts market research periodically to attempt to locate sources for suitable/equal equipment that will operate with FLETC equipment the government is attempting to resolve the incompatibility issues which will allow full and open competition or at a minimum identify several more models that will work properly with law enforcement equipment.

(13) Contracting Officer’s Certification. I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
