About this file

This document is a justification and approval for using other than full and open competition to procure a Keysight Technologies, Inc. UXG series agile signal generator system with specified options from Keysight Technologies, Inc. on a brand name basis with no substitutions allowed. The Naval Sea Systems Command, Naval Undersea Warfare Center Division requires this signal generator to maintain compatibility with existing Keysight signal generators currently used for testing purposes at the Naval Air Systems Command Atlantic Test Range. Conducting full and open competition and having another vendor recreate the necessary interface controls and signals programming would result in duplication of work estimated to take multiple work years and cost over the value of the signal generator to complete. The contracting office will determine price reasonableness using FAR price analysis methods. While no plans currently exist to open future requirements to competition due to the compatibility issues described, the Naval Sea Systems Command will assess whether competition could be feasible if another potential source emerges.

The related award notice indicates contract N6660423P0224 was awarded to Technical Communities, Inc. on April 21, 2023 for $446,958.19 to procure the specified Keysight Technologies, Inc. parts on a brand name basis with no substitutions allowed, as described in the justification and approval. The contracting agency is the Department of the Navy Naval Sea Systems Command.

Keysight UXG Signal Generators were procured in FY18 and FY19 for the Naval Air Systems Command (NAVAIR) Atlantic Test Range (ATR) and Keysight signal generators are currently used with . The Keysight UXG X-Series agile signal generator meets the defined system and component level requirements’ complex t . Access to these will avoid a substantial duplication of work since

It is estimated that recreating this work will take at least work years to complete. This is equivalent to over the value of the UXG signal generator. There would also be a significant recurring cost if Code 34 needs to

. It is estimated that over the next years the cost of programming signals will be the equivalent to if we do not purchase a UXG signal generator that we already . This duplication of cost will never be recovered by going to the open market and publishing a Request for Proposal for a signal generator.
