Justification and Approval will be posted with the combined synopsis and solicitation in accordance with FAR Subparts

12.6 and 13.501.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The brand name requirement of this individual Justification and Approval will not prevent the government from acquiring supplies at a fair and reasonable price. The government fully anticipates two or more vendors will submit a quote and price fair and reasonable is anticipated to be determined by competitive quotes received. Pricing is also expected to be comparable the the mission partner's IGE and on two previous contracts awarded in FY21. The IGE is based on cost of three separate camera acquisitions in FY22 developing an average dollar value per camera. The value reached was reduce by approximately 19%, this was due to the anticipated lower cost by soliciting on SAM.gov instead of GSA and thus removing the vendor mark-up rate on products and installation. Certified cost and pricing data is not required for these commercially of the shelf items. This acquisition will not have a technical evaluation; however the Brand Name items will be verified.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A GSA eBuy RFI was posted 21 - 27 Jun 22 for a Brand Name requirement to ensure proper interoperability between the new cameras with the existing system. Alternative solutions proved more expensive to replace with a substitute brand. The cameras, associated parts, and ancillary services meet the definition of a commercial (COTS) item. There are GSA vendors available, however, with the limited responses received to the RFI, there is no confidence there would be more than 1 quote received. A DSBS was conducted using a combination of the NAICS code 334220 and the geographic restriction to the state of Washington. That result yielded 67 small businesses. Another DSBS was conducted using the NAICS Code 334220 and the key word "PELCO" which resulted in 13 small businesses being identified nationwide. The Market Research indicated ample small business competition available to support this requirement. The Contracting Officer recommends a Brand Name, Firm Fixed-Price, total 100% small business set-aside solicited on the government point of entry, SAM.gov.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Video surveillance is required at FAFB for the Installation Access Control Points, Protection Level-3 (PL) assigned aircraft, PL-1 and PL-2 contingency alert aircraft and transient aircraft, Operation NOBLE EAGLE alert aircraft, emergency responses, airshows, base-wide exercises, and mission sensitive operations in support of USSTRATCOM, USNORTHCOM, and USTRANSCOM missions protecting assets totaling well over $6 billion.

Fairchild AFB uses Pelco Endura WS 3.7 with analog and H.264 cameras using either standalone or built-in Encoders managed by the 92d SFS/S5E Electronic Security Systems (ESS) in conjunction with the Air Force network. Only Pelco brand cameras are compatible with the existing system at Fairchild AFB. The 92d SFS/ESS is Endura Certified, performs camera troubleshooting, and maintenance. Procuring a standalone including a separate video recording along with maintenance results in undue cost to the government when compared to integrating with Fairchild AFB.
