About this file

This document contains a justification and approval for a sole source award as well as a related solicitation for a rotational deployment mechanism repair kit and refurbishment. The Navy intends to award a firm-fixed-price contract to Curtiss-Wright Electro-Mechanical Corporation on a sole source basis to provide one rotational deployment mechanism repair kit and refurbishment services for a Virginia-class submarine's secondary propulsion system rotational deployment mechanism. The work will be performed at the contractor's facility. Responses to the solicitation are due by 4:30 PM EST on June 6, 2022 and should be submitted to the Navy contacts listed. The justification cites Curtiss-Wright as the original equipment manufacturer with proprietary drawings and experience required to perform the repair and modifications, making it the only known source that can satisfy the requirements.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency

Requirements.

5. Rationale Justifying Use of Cited Statutory Authority

Curtiss-Wright Electro-Mechanical Division (Curtiss-Wright) is the OEM and maintains proprietary drawings required to execute the required repair/modifications and is experienced in supplying the replacement material. Currently the OEM is the only known vendor that can complete the repair/modifications and satisfy the appropriate procedures.

Therefore, as noted above the acquisition strategy to accomplish the award of the required contract will be conducted utilizing “other than full and open competition” as implemented by FAR 6.302-1.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Sources Sought Notice was posted on the SAM.gov website on 20 January 2022 and closed on 28 January 2022 in order to identify any other capable sources to accomplish the required services and provide the necessary parts.

Further, historical contract actions executed by other Shipyards were reviewed. The OEM, Curtiss-Wright, has provided virtually identical services for RDM Repair Kit and

Refurbishment under Portsmouth Naval Shipyard (PNSY) sole source contracts

SPMYM318P3056 and N39004019C0009 . Additionally, the OEM, Curtiss-Wright has provided virtually identical services under Pearl Harbor

Shipyard & Intermediate Maintenance Facility (PHNS & IMF) sole source contracts

N3225319C0003 and N3225320C0005 and

SPMYM417P0578 and N3225318C0003
