3. DESCRIPTION OF SUPPLIES/SERVICES: Currently, provides software support and sustainment for legacy Coldfusion applications, data import/export jobs, and Cognos Reporting. In May 2020, approved a modernization effort for an upgrade to these applications. The modernization platform will be purchased in FY20 and will have applications that require an immediate software sustainment team once purchased. Though applications are readily available, the effort also includes migrating the legacy eTools that the current contractor supports into the new modernized platform. legacy environment has a very unique database design, import/exports jobs, and Cognos reports that must remain in place while sustaining the new environment. Due to the unique nature, is requiring services that are capable of providing the level of quality to maintain the current legacy environment while sustaining the new platform. This uniqueness also includes ensuring both environments (legacy and new) are integrated together until all applications are modernized.

This modification will provide an increase in the scope of the order to provide additional application and database sustainment to incorporate the following tasks:

(1) MAI Platform Integration

(2) MAI Platform Sustainment

(3) MAI Application Sustainment

(4) MAI Tier III Support

The contractor will be required to provide sustainment to MAI Platform-as-a-Service (PaaS)/Software-as-a-Service (SaaS) environment. The MAI platform is a cloud computing environment that provides tools and services that can be configured to automate business processes, integrate with external applications and provide a responsive layout to users. MAI Applications will need to be sustained within the MAI platform. Software applications are readily available once the licenses are purchased and additional applications will be configured within the platform environment. MAI Tier III Support will provide incident management activities to the platform and applications that are in the environment. The additional level of effort added via this modification in support of MAI includes the following:

• Integrate data sources, maintain, sustain, troubleshoot, and repair all Salesforce applications in production

• Integrate data sources, maintain, sustain, troubleshoot, and repair all Salesforce Einstein Analytics applications in production

• Create, manage, and sustain MAI’s user accounts, profiles, and roles

• Serve as primary system administrator for the SaaS/PaaS environment with over 1,500 users

• Manage and perform all basic administrative functions, including user account maintenance, reports, dashboards, workflows, and other routine tasks

• Complete SaaS/PaaS regular internal systems audits

• Maintain, sustain, troubleshoot, and repair all Salesforce applications in production

• Create, implement, and sustain applications from Agile release team

• Maintain implemented Customer Relationship Management (CRM)

Page 3 of 9 Pages applications using Salesforce declarative or programmatic development resources such as triggers, workflows, validation approval, Apex classes, Visualforce pages, and lightning components

• Execute test plans to ensure quality delivery using test code and unit tests

• Support Salesforce configuration tasks, such as field/page updates, workflows, and automated approvals

• Support integration issues and coordinate with team members on operations and development staff

• Manage the process of implementing agile release team improvements and functionality in MAI platform

• Update application code as required when external systems update their application programming interfaces (API)

• Manage and sustain Data Analytics applications

• Manage and maintain data integration jobs and tasks into Salesforce environment

• Configure and customize multi-user CRM applications

• Configure, update, and delete custom objects, user interfaces, advanced workflows, and validation rules

• Configure business processes with process builder, approval, lightning app builders, and flows

• Creating Custom Object, Custom Fields, Relationship Between Objects, External

Objects, and Schema Builder

In addition to the unique requirements listed above, which are required to maintain both environments, has a requirement for immediate sustainment services. The Salesforce product is expected to go live in mid-August and providing sustainment at a high quality level is critical for success. The quality of service is immediately required without any opportunity for a ramp-up or learning curve period. High level of quality includes immediately migrating data in to the new platform, recreating the legacy reports based on current custom logic, interconnecting legacy and new platforms, and managing new Tier III tickets for legacy and new platforms. The environments and any changes should remain seamless or transparent to the users as transitions.

is the only contractor who can provide the high level of quality for managing the current and new platforms. fully understands ’s custom code legacy environment and the interrelationships between the current data and future data needed in the modernized environment. Other contractors would require approximately six months of transition time to acquire business knowledge and familiarize themselves with unique software, obtain Configuration Change Management knowledge, and complete personnel in processing in accordance with security requirements. A contractor without the current knowledge of ’s legacy systems will greatly impact the success of MAI as having data that does not interoperate with the legacy environment causing confusion and disruption to business operation.

4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE

ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:

(a) Exception to Fair Opportunity. FAR 16.505(b)(2)(i)(B).

Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

(b) Description of the Justification. The integration of MAI within existing application and database sustainment is highly specialized in nature and only is capable of performing these services at the level of quality required. The current application and database order provides integration and sustainment efforts for existing applications. These applications are highly custom coded web applications that require unique or specialized skills to sustain. Additionally, the contractor will need to sustain the new platform and ensure a high level or quality integrating with the legacy custom environment. The two environments will need to be immediately integrated once the current acquisition of Salesforce software is awarded in August leaving no time to train a new team or contractors. By adding the MAI sustainment work to the existing order, the Government will avoid duplication of cost for additional Program Management/Project Manager work (estimated at ~ ). Also, leveraging the current order will help reduce the cost associated with Application Tier III Support, Risk Management Framework (RMF), and Vulnerability Disclosure Programs (estimated at ~ ). Those tasks can be executed under one order and the current contractor has the experience of providing software and database sustainment.

A single contractor sustaining legacy applications, data sources, integration across applications, and providing MAI sustainment for the remaining 10 months will help reduce cost. This will also allow for a smoother Government transition due to the complexity involved with integrating the legacy and modernized application. As the application and database sustainment team, is in position to provide subject matter expertise on the sustainment of the back-end database, API, and access control services required by MAI. The contractor has the staff on-hand to manage ’s current business intelligence products and sustain the MAI Data analytics platform as part of their sustainment effort, will be able to provide optimal support immediately, without a new contractor ramp-up period or additional Government personnel for managing two O&M contracting efforts.

The sustainment team is required to ensure that MAI applications are integrated quickly with the legacy applications. This integration effort will remain until all legacy applications are decommissioned. By using the current contractor to integrate and maintain both legacy and MAI environments, will have better accountability from a single contractor to integrate and sustain both environments.

(4) Demonstration of unique source.

As indicated in paragraph 4(c)(2) above, possesses extensive and specialized experience to support the sustainment of the MAI platform in the time required. These specialized qualifications include software developer, database developers, integration SMEs, and Cognos developers that have the ability to build out custom software applications in the Coldfusion platform. The team also includes additional expertise such as project managers, security specialist, and Tier III triage support to handle risk management framework and diagram documentation. has a complete understanding of ’s current working environment and is readily available to start working once the MAI platform is purchased.

(5) Procurement discussion.

In May , Director approved an immediate modernization effort to replace legacy eTools. The MAI platform components will be purchased in August . The new environment will need to be integrated and sustained immediately upon acquisition. Once developed, software applications must be readily available for use by users. The current architecture will need to be maintained concurrently. is the only source with knowledge, skills, and experience to maintain the current legacy applications while providing support to the MAI effort. Moreover, it is anticipated that a competition of this additional scope of work at the present time would result in substantial duplication of cost to the Government that would not be recovered.

Additionally, the time required for a new contractor without any prior experience of legacy environment and modernization effort to be fully functional is estimated between four to six months. The current application and database requirement has 10 months remaining on the order. will be expected to compete the follow-on requirement in FY 2021. The follow-on requirement will merge the MAI application and any remaining legacy applications.

(6) Impact.

Failure to execute this requirement in a timely manner will delay ’s ability to immediately integrate and sustain functionality readily available once the MAI platform is awarded. will have mission critical functionality immediately available that will need data that available in the legacy environment. This data includes mission critical finance data, contract data, and personnel training information. Failure to provide integration and sustainment support will diminish

’s ability to execute its mission, finance management, access management, and employee’s training and certificates for compliance. This will limit the agency’s ability to support the warfighter in a timely manner. Given the timing of this requirement, does not have the ability to compete this additional scope while meeting its mission requirements in a timely manner.
